5 GROUPS OF SOLUTIONS TO IMPROVE THE QUALITY AND EFFICIENCY OF THE PEOPLE'S COUNCIL'S ACTIVITIES

According to the assessment, the development and implementation of the Project is extremely necessary to fulfill the National Assembly's innovation requirements in improving the quality and efficiency of the People's Council's operations, contributing to promoting the role and position of the system of elected agencies.

Accordingly, the draft Project consists of 4 parts, with special emphasis on basic groups of solutions to improve the quality and efficiency of the operations of the 17th Nghe An Provincial People's Council, term 2021 - 2026.

Specifically, improving the organization of meetings, innovating the development and promulgation of resolutions to be submitted to meetings; promoting efficiency right from the first step of developing resolutions to be submitted to meetings; innovating the work of examining draft resolutions, and innovating the method of running meetings to be more flexible and effective.

In particular, the focus of the Project's solutions is the application of information technology and digital transformation to all activities of the Provincial People's Council through regulations on the use of software systems at meetings; methods of updating databases, exploiting databases for each component using and operating the system; building databases and information systems to manage the activities of the Provincial People's Council;

SUPPLEMENTARY SOLUTIONS ON ORGANIZATION AND APPARATUS

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi proposed to supplement solutions to perfect the organizational structure of the Provincial People's Council, linked to job positions to gradually improve in order to meet the requirements of enhancing the role and effectiveness of the Provincial People's Council.

On the other hand, according to the Vice Chairman of the Provincial People's Council, the construction and implementation of the Project needs to be open-minded so that it can continue to be improved during the implementation process, because the operation of life and technology is very fast, so it cannot be confined in the Project.

Regarding the content of the draft Project, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh discussed the method of drafting the project; at the same time, he said that this is a framework Project, so there are quantified contents that will be associated with solutions; and there are contents that are in the form of orientation, so the solutions will be included in the annual program of the Standing Committee, Committees and Office for implementation.

The Standing Vice Chairman of the Provincial People's Council also said: After consulting with the Standing Committee of the Provincial People's Council, the draft Project will continue to be supplemented and amended, and then consult with agencies with coordination regulations with the Standing Committee of the Provincial People's Council, delegation groups, and Standing Committees of the People's Councils of districts, cities, and towns, before submitting to the Standing Committee of the Provincial Party Committee at the regular meeting in April and then submitting to the Provincial People's Council.

Concluding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy highly appreciated the efforts of the drafting committee, and at the same time noted to absorb the opinions of the delegates to edit, supplement, and arrange the content of the draft Project scientifically, with higher connectivity, and no duplication.

The assessment of the activities of the Provincial People's Council in terms of achievements, shortcomings, limitations, and causes needs to be expanded, not limited to the 2021-2026 term.

The Chairman of the Provincial People's Council also agreed to add to the draft Project the content related to perfecting the apparatus to advise and assist the Provincial People's Council in the direction that needs to be paid attention to, reviewed, evaluated and have solutions to best promote.

The draft Project also needs to develop a roadmap; quantify implementation resources; and especially always have an open mind during the implementation process./.
