(Baonghean.vn) - In order to strengthen discipline and administrative order in state administrative agencies at all levels, on the morning of October 18, the Provincial People's Committee held a conference to disseminateDirective No. 26/CT-TTg dated September 5, 2016 of the Prime Ministerfor Heads of provincial Departments, Boards and branches; Secretaries, Chairmen of People's Committees, Heads of Internal Affairs Departments, districts, cities and towns.
Attending the conference were comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province; comrades in the Provincial Party Committee Standing Committee, and Vice Chairmen of the Provincial People's Committee.

Supplement and complete the internal rules, regulations, and working procedures of agencies and units; Thoroughly grasp and implement for cadres, civil servants, public employees, and workers the observance of discipline, administrative discipline, office culture, and effective use of working hours; Specify the responsibilities of each individual and unit in performing assigned tasks, ensuring that subordinates obey the leadership, direction, and strictly comply with the decisions of superiors.

The Directive also emphasizes the need to strengthen the responsibility of leaders in directing and inspecting the implementation of discipline and administrative discipline. Strengthen inspection, examination and supervision of discipline and administrative discipline, including supervision from the people, office culture, responsibility and ethics of cadres, civil servants and public employees.
For cadres, civil servants, public employees and workers, it is necessary to comply with hierarchy, discipline and administrative order, within the right authority. Specifically, it is not allowed to use office hours for personal work; It is strictly forbidden for cadres, civil servants and public employees to take advantage of their functions and duties to cause harassment, trouble, and profiteering when handling and resolving work related to people and businesses. Particularly in Nghe An Province, to strengthen discipline, administrative discipline, and public ethics in agencies and units, the Standing Committee of the Provincial Party Committee issued Directive 17-CT/TU on December 3, 2013 and Project No. 07 on "Enhancing exemplary behavior, combating conservative thinking, waiting, and dependence among cadres and party members" is a correct and timely policy.
This is a solution to rectify the limitations and shortcomings in compliance with regulations, working hours, administrative reform, coordination between agencies and units... Thanks to Directive 17, the awareness of cadres and civil servants has been raised, and the activities of many localities and agencies have become more orderly.

However, Nghe An still has a situation where the implementation of discipline and administrative discipline in some places is not strict and does not meet the requirements. Many agencies and units have only focused on banning alcohol consumption, and have not paid attention to improving public ethics and work quality and efficiency. Documents are sent to the wrong address, are incomplete, and work is not handled promptly. Administrative reform still has many limitations such as the average provincial competitiveness index, and public opinion and business opinions towards state agencies and citizens are not good, causing people to lose trust in the state apparatus.
In the coming time, all levels and sectors need to seriously implement state administrative discipline and synchronously implement administrative reform solutions, focusing on reducing cumbersome administrative procedures.
The Chairman of the Provincial People's Committee requested that, after this conference, localities and units need to thoroughly implement the Directive in their agencies and units; develop plans to regularly inspect and supervise the implementation; review and rearrange the apparatus, enhance the role and responsibility of Party leaders, etc., creating changes in the performance of tasks from agency heads to each cadre and Party member.
