Nghe An: Repairing and upgrading headquarters from 500 million or more must be approved by the Chairman of the Provincial People's Committee

This is one of the contents in the draft Decision of the Provincial People's Committee on the authority and procedures for repairing, maintaining, upgrading and expanding facilities at agencies and units under the management scope in Nghe An province.

On the morning of April 18, comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee worked with relevant departments, branches and units to listen to and give opinions on the draft Regulation on authority and procedures for repairing, maintaining, upgrading and expanding facilities at agencies and units under the management scope in Nghe An province.

According to the draft, the Chairman of the Provincial People's Committee decides on the repair and upgrade of facilities with a value of VND 500 million or more for assets that are working headquarters, public service facilities, and VND 1 billion or more for infrastructure assets.

Heads of departments, branches, sectors and chairmen of People's Committees of districts, cities and towns decide on the repair and upgrading of facilities with a value of less than VND 500 million for offices and public service facilities and less than VND 1 billion for infrastructure assets.

Heads of budget units at all levels decide on policies to repair and upgrade facilities and approve designs - estimates, economic - technical reports and plans to select contractors for projects with an implementation value of less than 100 million VND.

This Decision applies to funds from the regular expenditure sources of the state budget and revenues retained according to regulations (including funds of public service units) used for small-scale repairs and upgrades with a total amount of less than 5 billion VND. In case of projects with a total investment of 5 billion VND or more, they shall be implemented with public investment capital.

Subjects of application are State agencies, Party agencies and people's armed forces units using local budget support; public service units; project management boards; socio-political organizations, social organizations, socio-political-professional organizations; enterprises, organizations and individuals related to public asset management under local management in Nghe An province.

At the meeting, based on the presentation of the Department of Finance, representatives of departments, branches and a number of localities gave their opinions on the draft on the urgency of issuing regulations, but also ensuring compliance with the provisions of the law and related decrees.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Minh Thong requested the Department of Finance to work again with relevant departments and branches to unify the content of the articles of the decision, ensuring compliance with legal regulations, before submitting it to the Provincial People's Committee for consideration and promulgation.
