Nghe An: Recurring situation of vehicles illegally operating on the wrong route
(Baonghean.vn) - Although not registered for a fixed route from Ky Son to the southern provinces, in the past few days, many passenger vans with license plates from the southern provinces have been running all the way to Muong Xen (Ky Son) to pick up passengers, affecting traffic order in the area.
According to feedback from many businessespassenger transportIn the past, especially after the Lunar New Year, taking advantage of the need to go to the southern provinces to find work after a period of returning to their hometowns to avoid the epidemic, many long-distance passenger vans, although not registered on fixed routes, went all the way to Muong Xen town to pick up passengers. In addition, these vehicles also pick up passengers for short distances, causing frustration for transport units registered on fixed routes within the province.

Mr. H, a driver running the route from Muong Xen town to Vinh city, said indignantly: Recently, due to the impact of the epidemic,Covid-19and especially the rapid increase in gasoline prices, passenger transport units are facing many difficulties. When the State applied anti-epidemic measures in the new situation, people traveled more, and transportation activities showed signs of recovery not long ago, we encountered cases of being oppressed and having passengers illegally picked up by inter-provincial vehicles.
"These inter-provincial vehicles do not register for fixed routes, so they can freely pick up passengers, stop and run at any time, while we have to register at the station, run on fixed routes, and pay a fee every time we enter or exit the station," Mr. H was upset.
Due to being squeezed, and "holding" short-distance passengers, many intra-provincial transport units do not dare to operate, because if they do, they will incur losses, when the number of passengers can be counted on the fingers, while the cost of gasoline is increasing.

According to our research, currently in addition to the bus route from Vinh City to Con Cuong, National Highway 7A also has about 30 fixed passenger transport vehicles registered to operate.
In recent years, facing the situation of passenger vehicles not registered on fixed routes but running beyond the route, competing for passengers, causing traffic disorder, Nghe An Department of Transport has also revoked the badges of vehicles licensed by the province and sent a document requesting the revocation of the badges to the Department of Transport of the provinces where the vehicles violated the regulations.
According to Point c, Clause 3, Article 23, Decree 100/2019/ND-CP on administrative sanctions for violations in the field of road and railway traffic, the following casesnot running on the correct route, schedule, or prescribed transportation itinerarywill be fined from 600,000 to 800,000 VND and have their driving license revoked for 1 to 3 months.
In addition, Point d, Clause 6, Article 28 of Decree 100 clearly states that the fine for individual vehicle owners is from 5 to 6 million VND and for transport business units is from 10 to 12 million VND when they do not properly implement the registered and posted contents of: Vehicle itinerary; starting point, end point of the route; fare; service price; quality standards of transport services, transport support services.
