Nghe An makes its mark in new rural construction

(Baonghean.vn) - Members of the Central Steering Committee of National Target Programs highly appreciated the results that Nghe An has achieved in the process of implementing the National Target Program, in which the New Rural Construction Program has many marks.

The report of the Provincial Steering Committee for National Target Programs shows that: From the beginning of the yearFrom 2017 to now, Nghe An has mobilized about 2,574 billion VND from capital sources to implement the National Target Programs; of which: central budget 735.9 billion VND, accounting for 28.59%; local budget 241.5 billion VND, accounting for 9.4%;

Capital combined from Programs and Projects is 526.5 billion VND, accounting for 20.5%; enterprise capital is 136.6 billion VND, accounting for 5.3%; credit capital is 573.2 billion VND, accounting for 22.3%; people's contribution is 360 billion VND, accounting for 14% of total mobilized capital.

The movement to build new rural areas has developed extensively. Up to now, the whole province has 152/431 communes meeting new rural standards recognized by the Provincial People's Committee, accounting for 35.3%.

The average number of criteria per commune in the whole province is 14.2 criteria per commune, an increase of 0.7 criteria per commune compared to the end of 2016. There are 10 communes that have met 19/19 criteria and are completing their documents for review and appraisal; 84 communes have met from 15 to 18 criteria, accounting for 19.5%; 92 communes have met from 10 to 14 criteria, accounting for 21.3%; 93 communes have met from 5 to 9 criteria, accounting for 21.6%; There are no more communes with less than 5 criteria.

There are 02 district-level units that have completed the task of building new rural areas, namely Thai Hoa Town and Vinh City. There are 15 villages and hamlets that have met the new rural standards according to the province's criteria.

Up to now, Nghe An has disbursed 54/117.6 billion VND for the National Target Program, reaching 45.9%; and 83.323/255 billion VND for development investment, reaching over 32.7%. Of which, the disbursed capital of Program 30a reached 55.74%; the disbursed capital of Program 135 reached 44.85%.

Poverty reduction policies have promptly issued 164,382 certificates of poor and near-poor households to districts, cities and towns. People's Committees of districts, cities and towns have implemented policies such as: issuing health insurance cards to poor and near-poor households; supporting electricity bills for poor households; providing preferential credit loans... At the same time, vocational training is organized, jobs are created for the poor, and labor is exported.

Nghe An's goal is to have at least 20 more communes meeting NTM standards by the end of 2017; 1 more district-level unit meeting NTM standards; 10 villages meeting NTM standards; The remaining communes strive to meet at least 1 more criterion; The average criterion is 14.3 criteria/commune. By 2020, the number of communes meeting NTM standards in the whole province is expected to reach 59% (equivalent to 255 communes).

However, the members of the delegation are still concerned about the high poverty rate in Nghe An; the policy of building new rural areas is not comprehensive; how do communes that have been recognized as meeting new rural standards follow the new standards? The disbursement of capital from Program 135/CP is still slow. Some criteria in building new rural areas are not high, especially in mountainous areas.

In addition to recognizing the achieved results, Mr. Nguyen Minh Hong - Deputy Minister of Information and Communications said that the difference in poverty rate between regions in Nghe An is still high, the locality needs to pay attention to shortening the gap between rich and poor in the coming years, actively creating conditions for people to increase their income. On that basis, Nghe An strives to make a mark in building new rural areas.
