Nghe An: Training on digitalizing records to serve people and businesses in performing administrative procedures

(Baonghean.vn) - This morning, July 8, Nghe An Provincial People's Committee coordinated with the Government Office to organize a training session on digitalizing records, results and evaluating the quality of service for people and businesses in performing administrative procedures.

On March 27, 2021, the Prime Minister issued Decision 468 approving the Project "Innovation in the implementation of the one-stop, one-stop mechanism in handling administrative procedures". The purpose is toadministrative procedure settlementin the direction of not depending on administrative boundaries, associated with digitalization and using the results of digitalization of records, documents, and results of administrative procedure settlement to improve service quality, increase labor productivity, contribute to the formation of digital citizens and digital enterprises in building digital government, digital economy, and digital society.

Implementing Decision 468 of the Prime Minister, Nghe An Provincial People's Committee has issued many documents to direct provincial Departments, branches, sectors, People's Committees of districts, cities and towns to implement contents on innovation in work.implement one-stop, one-stop mechanismin administrative procedure settlement.

After a period of implementation, up to now, the digitization of received records at the Public Administration Service Center has reached a rate of 90% of received records (10% of thick records, technical drawings, etc. have not been digitized).

The whole province has 20 departments, branches and sectors; 21 districts, cities, towns and 100% of public service units under the departments and sectors in the province are granted digital certificates by the Government Cipher Committee; Completed synchronization and linking of accounts of organizations and individuals on the Provincial Public Service Portal with accounts of the National Public Service Portal according to the identification codes of organizations and individuals on the basis of connecting and sharing data with national databases on population and business registration to form a unified account, allowing linking and sharing of data of organizations and individuals with 8,262 accounts.

In addition, the province has also merged the Public Service Portal and the Provincial Electronic One-Stop Information System into the Provincial Administrative Procedure Information System in accordance with the requirements and instructions of the Government Office. To date, 1,939 public services have been provided on the System, including: 702 level 2 public services; 318 level 3 online public services; 919 level 4 online public services.

In 2021, 1,488,660 records were received, of which 168,720 were at the provincial level; 91,055 were at the district level; and 1,228,885 were at the commune level. Completed the connection, integration, and data sharing with a number of information systems of central ministries and branches through the national data connection, sharing, and integration platform.

However, the digitization of records and results of administrative procedure settlement at some agencies and localities is still low and the progress is slow. Many provincial departments, branches and sectors and district and commune People's Committees have not expanded the reception and settlement of administrative records in a direction that is not dependent on administrative boundaries on the basis of applying information technology in implementing the one-stop and one-stop mechanism. The mechanism of assigning public postal service providers to undertake some tasks in the process of guiding, receiving, digitizing records and returning results of administrative procedure settlement has not been implemented.

At the training session, the reporters of the Government Office presented information related to the administrative procedure settlement process; the consolidation of the administrative procedure settlement information system; electronic identification and authentication; synchronization of administrative procedure records....
