Nghe An focuses on urging the implementation of the 2025 plan to ensure the growth target reaches 10.5%
The Chairman of Nghe An Provincial People's Committee directed all levels and sectors to promote proactiveness, based on their functions, tasks and powers, and focus on urging the implementation of the 2025 plan to ensure the growth target of 10.5%.

The Provincial People's Committee has just issued a Notice of Conclusion of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh at the regular meeting of the Provincial People's Committee in February 2025.
In this Notice, the Chairman of the Provincial People's Committee directed all levels and sectors to promote proactiveness, based on their functions, tasks and powers, closely follow and strictly comply with the instructions of superiors; propose tasks and solutions suitable to the new situation; enhance self-awareness and effectiveness in direction and administration, focus on urging the implementation of the 2025 plan to ensuregrowth target of 10.5%.
Accelerate disbursement of public investment capital, implement 3 national target programs; collect state budget; speed up progress of key projects; strongly improve investment and business environment.
- Request localities to promptly coordinate with the State Treasury to completely resolve payment procedures and records (especially those related to refunds for completed volumes of works and projects under their management) according to regulations.
- The Steering Committee for payment of compensation for land acquisition and clearance for National Highway 1A and the People's Committees of localities (Vinh city, Hoang Mai town, Dien Chau district, Quynh Luu district) direct the complete resolution of difficulties and backlogs in compensation for land acquisition and clearance for the National Highway 1A Upgrading and Expansion Project;
- People's Committees of Dien Chau and Yen Thanh districts focus on resolving problems related to compensation and support for site clearance for the National Highway 7 Upgrade Project, section Km0 - Km36, and handling landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province.
- The Department of Agriculture and Environment urges the implementation of the Mong Village Reservoir Project to ensure progress and quality; pay attention to the water storage time to have a plan for safe evacuation.
- Southeast Economic Zone Management Board:
+ Advise on completing investment procedures for Industrial Park No. 8 in Hung Tay Commune, Hung Nguyen District according to the Provincial Planning;
+ Coordinate with relevant Ministries to submit to the Prime Minister for approval the Project to expand the Southeast Economic Zone; coordinate and urge site clearance work for VSIP, WHA, Tho Loc, Hoang Mai 1, 2 Industrial Parks,...
+ Urgently complete the report (with drawings) on the current status of industrial parks in the economic zone (planned land area: industrial land area, service land area; leased land area; difficulties, problems...); report to the Provincial People's Committee before March 20, 2025.
Focus on directing cultural and social fields, including:
- The Department of Construction and the Southeast Economic Zone Management Board review and direct the construction progress of social housing projects that have been approved for investment; at the same time, review planning and call for investors to implement the next projects (to be completed before August 31, 2025).
- Department of Culture, Sports and Tourism:
+ Review and develop detailed plans to organize festivals and celebrate major holidays in the province in 2025;
+ Focus on directing the completion of the Project to build the statue "Uncle Ho visits his hometown" in Kim Lien commune, Nam Dan district (complete all items before April 30, 2025).
+ Coordinate with the People's Committee of Quynh Luu district to urgently implement and ensure the progress of the Project to restore and embellish the church relic and tomb of comrade Ho Tung Mau.
Continue to promote administrative reform and digital transformation; strictly implement administrative discipline and order.
- Departments and branches:
+ Urgently focus on implementing the approved organizational structure reorganization project; promptly complete the internal organizational structure of new agencies and units; ensure smooth operations, without work interruption, especially in handling administrative procedures for people and businesses.
+ According to assigned functions and tasks, review legal documents of the Central Government to advise the Provincial People's Committee on resolutions submitted to the Provincial People's Council to ensure timeliness and compliance with regulations.
-The Department of Science and Technology advises on the drastic implementation of the Action Program and plan to implement Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation (propose programs, projects, implementation roadmap; research and advise on the establishment of an Expert Group).
- The Department of Home Affairs shall preside over and coordinate with the Departments of Finance, Construction, Agriculture and Environment, Culture, Sports and Tourism, Ethnicity and Religion... to proactively research and evaluate the conditions (according to Conclusion No. 127-KL/TW dated February 28, 2025; Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo and Secretariat) and the Central Government's instructions to promptly advise and submit to competent authorities for implementation immediately after the Central Government has an official decision on the organization of governments at all levels.
Ensure national defense, security, order and social safety;proactively grasp and handle local issues to maintain stability.
- Provincial Police:
+ Continue to strengthen direction, establish regular working groups to closely follow the grassroots, leaving no gaps when performing tasks; determined to strive to better perform tasks when implementing new models and organizing the apparatus.
+ Direct and lead the implementation of tasks received from functional sectors to ensure convenience for people and businesses (better and more convenient in management sectors).
+ Improve coordination regulations with military and border forces, and units in the internal affairs sector to continue ensuring security, order, social safety, rural security, religious security, especially in border areas.
- The Provincial Military Command carefully prepared the ceremony to celebrate the 90th anniversary of the founding of the militia and self-defense force.
