Chairman of Nghe An Provincial People's Committee Le Hong Vinh inspected the demolition of temporary and dilapidated houses in Con Cuong.
Con Cuong district proposed to soon direct the issuance of Land Use Right Certificates to people in Bung and Co Phat villages, Mon Son commune, as a basis for supporting the elimination of temporary and dilapidated houses.

On the afternoon of March 11, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for Mobilizing and Supporting the Construction and Repair of Houses for the Poor and People with Housing Difficulties in the Province (Steering Committee 1838) inspected Con Cuong district.
Accompanying were comrades: Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee and related departments and branches.


In the period of 2023 - 2025, the whole Con Cuong district has 977 households in need of support to build new and repair houses (build 724 new houses, repair 253 houses).
The Chairman of the Provincial People's Committee and the working delegation directly visited Trung Huong village, Yen Khe commune to visit the following households: Ms. Lo Thi Mui has been supported to complete the construction of her house; Mr. Lo Van Dan and Ms. Lo Thi Lan are preparing to build a house; Ms. Luong Thi Mua is in the process of repairing her house.
These are all poor households, in extremely difficult circumstances, some are very unfortunate like the family of Ms. Lo Thi Mui, born in 1981, with thalassemia, and a young child.

At each household, Chairman of the Provincial People's Committee Le Hong Vinh talked, encouraged, and shared the hardships and difficulties in life; affirmed the attention of the Party and State to the people; hoped that after having a solid house, the people would continue to strive to escape poverty.

The above 4 households are among 438 households in Con Cuong district that received support to remove temporary and dilapidated houses (build 415 new houses, repair 23 houses) through the 1838 Program and the National Target Program for Socio-Economic Development in Ethnic Minority Areas.

To implement the program, Con Cuong district mobilized more than 29 billion VND from social resources; the budget allocated from the National Target Program was more than 2.7 billion VND. The disbursed fund was nearly 27.5 billion VND and currently nearly 1.9 billion VND has not been disbursed.
In addition, families, clans, and neighbors of the beneficiaries also joined hands to support in many forms, with a budget equivalent to nearly 3.9 billion VND.


After reviewing and finalizing the list, Con Cuong district still has 539 households in need of support, including 309 new houses and 230 houses repaired with a total cost of 25.44 billion VND.
Directly at the scene, Chairman of the Provincial People's Committee Le Hong Vinh listened to the report and recommendations of the leaders of Con Cuong district, including additional funding support to complete the program before August 30, 2025.

In particular, the biggest problem currently in this mountainous district is that there are two villages, Khe Bung and Co Phat, Mon Son commune, that have not been included in the list for approval to support the removal of temporary and dilapidated houses; the reason is that they are located in the area managed by Pu Mat National Park, so they do not have a Land Use Rights Certificate.
It is known that Khe Bung and Co Phat villages have 243 households of the Dan Lai ethnic group, of which 235 are poor households, accounting for 96.7%. According to the district's survey, both villages with 72 households have the need to renovate and repair their houses.

Con Cuong district leaders requested the Provincial Steering Committee to soon direct the implementation of procedures for granting Land Use Right Certificates to people in 2 villages, as a basis for supporting the elimination of temporary and dilapidated houses.
In addition, these are villages located deep in the forest, with difficult transportation, pushing up the cost of materials; the people are particularly poor households, with no counterpart funds, so the district proposed that the Provincial Steering Committee consider a special policy to increase the support level instead of applying the general level of 60 million VND/new house and 30 million VND/repaired house.

Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the efforts of Con Cuong district in eliminating temporary and dilapidated houses; acknowledged the recommendations and proposals of the locality, in which he assigned relevant departments and branches to promptly remove procedures and grant land to people in Khe Bung and Co Phat villages, Mon Son commune.
In the coming time, with the support of the province, the head of the People's Committee of Nghe An province suggested that Con Cuong district continue to call for socialization, support money and working days to support the construction of houses for the poor and people with housing difficulties in the whole district. At the same time, the locality needs to closely follow each household to guide on house models and appropriate construction plans.
The District Steering Committee and the grassroots directly stick to the area to urge, direct, and mobilize the entire political system to help the poor and people in difficult circumstances soon have solid housing and escape poverty sustainably.
The Central Steering Committee for the elimination of temporary and dilapidated houses nationwide assessed that Nghe An is leading the country in the elimination of temporary and dilapidated houses (excluding housing support for people with meritorious services and housing under the two national target programs).
On the afternoon of March 10, at the third meeting of the Steering Committee, Prime Minister Pham Minh Chinh emphasized: "Absolutely no one must stay in temporary or dilapidated houses. This is the command of our hearts and conscience, and the responsibility of the community."
The Central Steering Committee aims to basically complete the program to eliminate temporary and dilapidated houses nationwide by October 30, 2025, two months ahead of the original plan. Nghe An province is determined to complete the program before August 31, 2025.
