8 districts and towns in Nghe An have completed the elimination of temporary, dilapidated houses for poor households and households with housing difficulties.

8/20 districts, cities and towns in Nghe An no longer have poor households or households with housing difficulties living in temporary, dilapidated houses.

Instead, poor households and households with housing difficulties have houses that meet the 3 hard standards (hard foundation, hard frame - walls, hard roof).

The Steering Committee for Mobilizing and Supporting the Construction and Repair of Houses for the Poor and People with Difficult Housing Situations in Nghe An Province (Steering Committee 1838) said that the districts of Yen Thanh, Nghi Loc, Anh Son, Nam Dan, Do Luong, Thanh Chuong and the two towns of Thai Hoa and Hoang Mai have determined to complete the program to support the construction and repair of houses for the poor and people with difficult housing circumstances in 2024.

Previously, in February 2023, the Provincial Party Standing Committee issued Directive No. 21-CT/TU on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province and organized a launching ceremony.

Nghe An identifies this as an important and regular political task of the entire political system and society, with the goal of basically completing the elimination of temporary and dilapidated housing in the province by the end of 2025.

The province has established a provincial Steering Committee headed by the Provincial Party Secretary and established district and commune steering committees, hamlet and village working groups to promote combined strength and create unity in direction and implementation.

After nearly 2 years of implementing the program, the whole province has supported the construction and repair of 11,787 houses, reaching 75% of the needs approved at the beginning of the Program (15,700 households), reaching 66.36% of the needs arising during the implementation of the Program (17,761 households) with a total support resource in various forms of over 843 billion VND.

On December 18, the Provincial Steering Committee 1838 issued a notice concluding the 2024 year-end conference; in which it agreed on the timeComplete the Provincial Program before August 31, 2025, to practically achieve achievements to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) and welcome the 20th Provincial Party Congress, term 2025 - 2030.

The Provincial Steering Committee requested to review and unify the number of houses that need to be implemented, including new construction and repair of all programs (Socialization Program 1838; two National Target Programs: Sustainable Poverty Reduction and Socio-economic Development in Ethnic Minority and Mountainous Areas; Housing Construction Support Program for People with Meritorious Services to the Revolution) before December 25, 2024 (for District Steering Committees) and before December 31, 2024 (for Provincial Steering Committees).

After December 31, 2024, if any locality needs support, that locality will be responsible for providing support.

On that basis, the Steering Committees at all levels focus on reviewing and rebalancing support resources to ensure the completion of the Program, especially resources from national target programs, existing socialized resources from funds at all levels, committed resources from sponsors, and savings from the provincial budget.

The Provincial Steering Committee requests agencies, units, and enterprises to clearly identify their commitment to register for support in house construction and submit it to the Standing Office of the Provincial Steering Committee (Provincial Vietnam Fatherland Front Committee) before December 31, 2024.

On October 5, 2024, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front organized a program to launch support for eliminating temporary and dilapidated houses nationwide with the theme "Warm home for my people".

Before the national program, Nghe An's program launched in February 2023 agreed on a support level of 50 million VND for new construction and 25 million VND/household for house repair for poor households and households with housing difficulties.

Recently, the Provincial Steering Committee decided to increase the support level to 60 million VND/household when building new houses and 30 million VND/household when repairing houses for all subjects to ensure the same level as the national program that has just been launched, in accordance with the direction of the Prime Minister in Notice No. 523/TP-VPCP dated November 16, 2024 concluding the first meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide.

For households receiving support for house construction and repair under the two national target programs, additional social resources will be mobilized to ensure the above level.
