Nghe An will complete the program of mobilizing and supporting the construction and repair of houses for the poor before August 31, 2025.
Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the time to complete the Program to mobilize and support the construction and repair ofRepair houses for the poor and people with housing difficulties in Nghe An province before August 31, 2025, before the 80th anniversary of the founding of the country.
On the morning of December 13, the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province in the period of 2023 - 2025 (Steering Committee 1838) held a meeting to evaluate the implementation results in 2024 and orient tasks in 2025. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired.
Attending the meeting were Deputy Heads of the Steering Committee: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Fatherland Front Committee; members of the Provincial Steering Committee, Working Group and Heads of the Steering Committees of districts, cities and towns.

Built and repaired 11,787 houses
Program 1838 is a major policy of the Provincial Party Committee Standing Committee that has received the consensus and high appreciation of the people; has been implemented seriously, systematically, scientifically, and resolutely; and has promoted the internal strength of cadres, party members, armed forces, enterprises, businessmen, and the community.
After the Provincial Party Standing Committee issued Directive No. 21, agencies, departments, branches and organizations in the province's political system actively called for and mobilized resources to support the implementation of the program.

Accordingly, 149 organizations and individuals have registered to mobilize and support the program through the Standing Office of the Provincial Steering Committee, with a total number of houses registered for support of 12,100, equivalent to 614.65 billion VND.
As of December 10, 2024, districts, cities and towns have reviewed and approved the list of 17,761 households in need of support for housing construction and repair in the 2023-2025 period.
Of these, 3,590 households requested support for building prefabricated houses; 9,443 households requested support for new construction; and 4,728 households requested support for repairs.

Thus, the review and approval of needs up to this point has increased by 1,392 subjects compared to the review date of March 30, 2024 and increased by 2,061 subjects compared to the plan for the entire period of 2023-2025.
From April 19, 2024 to December 10, 2024, the total resources mobilized in many forms with a total converted amount of 208.64 billion VND. Accumulated from the beginning of the program to date, the whole province has mobilized a total of over 843 billion VND in many forms.

In 2024, the province supported the construction and repair of 3,347 houses. To date, the province has supported the construction and repair of 11,787 houses, including 3,590 prefabricated houses; 6,298 newly built houses; 1,899 repaired houses, reaching 75% of the demand for the entire period of 2023 - 2025 compared to the approval at the beginning of the program, reaching 66.36% compared to the demand arising as of December 10, 2024.
After nearly 2 years of implementing Directive 21, by the end of 2024, 8/21 localities have completed the project before the 2023-2025 period, of which 4 localities have completed in November 2024, 4 localities are under construction, expected to hand over 162 houses by the end of December 2024.

To build, assemble, and repair the remaining 5,974 houses in 2025, Nghe An province needs to arrange, mobilize, and call for support of 74.08 billion VND; equivalent to a cost of 87.88 billion VND if following the new norm.
Despite positive results, Program 1838 still has some shortcomings and limitations. In particular, the review and approval of subjects in need of support during the 2023-2025 period in some localities is still slow, requiring many adjustments and continuous changes, making it difficult to update and balance resources for implementation.

Propaganda work in some localities and units has not been focused on; direction, inspection and supervision work has not been regular; information and reporting regimes have not been fully implemented and are not timely.
The mobilization of resources to implement the program in some localities and units is not very effective. Some households, although approved and allocated support resources, have not been able to implement it for various reasons.

At the meeting, members of the Steering Committee, leaders of localities and sectors reported on implementation results, arising difficulties and problems, and solutions and implementation plans in 2025.
Complete the program before August 31, 2025
Concluding the meeting, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the goal of the program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in Nghe An province in the period of 2023 - 2025 must be completed before the 20th Provincial Party Congress, scheduled for October 2025.
To achieve the above goal, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested to review and finalize official data on the number of newly built and repaired houses before December 31, 2024. On that basis, clearly distinguish the subjects eligible for support from the National Target Programs and the Housing Support Program for People with Meritorious Services to the Revolution.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also requested localities to coordinate with agencies in charge of the National Target Program to determine how much capital will be allocated in 2025 and how much must be supported to compensate for the National Target Program.
Regarding socialized mobilization sources, the presiding agency and sectors and localities are required to have official data commitments before December 31, 2024; the Provincial Fatherland Front Committee discusses with businesses and philanthropists to finalize the exact data of the support source.
"Along with those two funding sources, the province will allocate the budget to complete Program 1838 in 2025," emphasized comrade Nguyen Duc Trung.

Based on the discussion, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung agreed on the support level according to the direction of the Prime Minister to support new construction of 60 million VND/house; support repair of 30 million VND/house; at the same time, he requested localities to mobilize, persuade, and propagate to households that have received support so far to know, share, and agree.
Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung set the deadline for completing Program 1838 before August 31, 2025, before the 80th anniversary of the founding of the country; at the same time, he requested all comrades in the Provincial Steering Committee to uphold their spirit and responsibility to carry out their tasks in directing and implementing the program.

The Steering Committees of the districts pay close attention to directing the program to achieve progress according to the target because this is a very meaningful and humane program, creating conditions for people to feel secure, stabilize people's hearts, and help people in difficult circumstances.
