Prime Minister Pham Minh Chinh: Completing the removal of temporary and dilapidated houses is a way to show gratitude to compatriots and comrades after 80 years of gaining independence.
Prime Minister Pham Minh Chinh stated that completing the elimination of temporary and dilapidated houses is a particularly important political task, aiming to show gratitude to compatriots and comrades after 80 years of gaining independence and competing to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Party Congress.
On the afternoon of January 12, in Hanoi, the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide held its second national online meeting at all four levels. Prime Minister Pham Minh Chinh chaired the meeting.
Attending and chairing the conference at the Government bridge point were comrades: Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Dao Ngoc Dung - Minister of Labor, War Invalids and Social Affairs.
Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province chaired the Nghe An province bridge point.
Attending the conference were comrades: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Steering Committee; Pham Trong Hoang - Member of the Standing Committee, Chairman of the Provincial Party Inspection Committee; and members of the Steering Committee to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the province.

There are still about 230,000 temporary and dilapidated houses that need to be repaired.
On November 10, 2024, at the first meeting, the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide agreed on the goals, viewpoints, orientations, methods, approaches and assigned specific tasks to members of the Steering Committee and ministries, agencies and localities.
By the end of January 11, the whole country had supported the elimination of 88,488 temporary and dilapidated houses, of which 48,989 houses had been inaugurated and 35,899 new houses had been started.
Since the first session, more than 44,000 houses have been completed and handed over, and 34,200 are under construction. From now until the end of 2025, there are still about 230,000 temporary and dilapidated houses that need to be completed.

In particular, the program to support the construction and renovation of houses for people with meritorious services according to Decision 21 of the Prime Minister has not yet been funded, but some localities and provinces have advanced funds to build 5,196 houses for people with meritorious services in time for Tet.
Some very difficult localities such as Ha Giang, after inspection, have started construction and inaugurated over 2,000 houses for the poor before Tet, accounting for 71% of the houses in need of support.
4 localities completed 1 year earlier than the local and central targets, 1 locality determined to complete on February 3, 2025 is Bac Ninh, 7 localities will complete in the second quarter of 2025.

12 localities no later than the third quarter of 2025; some localities also proactively mobilize large resources such as Nghe An with 843 billion VND, Quang Ngai with 242 billion VND, Thanh Hoa with 222 billion VND.
However, although some localities have implemented the construction plan and issued the implementation decision of the Steering Committee, the organization process is very slow, and some units have not even developed a plan or organized the launch.

Some localities have not mobilized local resources, still waiting for support from the Central Government, and have not been proactive and decisive, although the Prime Minister's conclusion clearly stated this.
Some investors and localities have not agreed on the implementation process, investors are even slow, and localities are not proactive but wait for investors.
Nghe An has completed over 12,000 houses.
Speaking at the conference, Provincial Party Secretary Nguyen Duc Trung said that Nghe An is a province with a large area, large population, and high poverty rate, so in recent years, it has paid great attention to mobilizing resources to eliminate temporary and dilapidated houses for people.
Right from the beginning of 2023, the Standing Committee of Nghe An Provincial Party Committee has determined the goal that within a 3-year period (2023-2025), it will complete the support for building and eliminating temporary and dilapidated houses for poor and near-poor households in the province.

To carry out this task, Provincial Party Secretary Nguyen Duc Trung emphasized that the Provincial Party Standing Committee has issued a Directive, established a 3-level Steering Committee, and mobilized the entire political system to mobilize resources to support the implementation.
To date, Nghe An province has completed over 12,000 houses, including over 10,000 new houses and over 2,000 houses repaired, with a total mobilized budget of VND843 billion.
Provincial Party Secretary Nguyen Duc Trung affirmed that in the coming time, Nghe An province will continue to mobilize resources to implement the program to eliminate temporary and dilapidated houses according to the direction of the Prime Minister.

Based on past experience, to successfully implement the program, the Secretary of Nghe An Provincial Party Committee emphasized that there must be participation of Party committees, especially the role of heads of Party committees at all levels; establishment of 3-level Steering Committees; development of specific programs and plans, assignment of specific tasks in the direction of "5 clear" (clear people, clear work, clear responsibility, clear time, clear results); regular direction, inspection and supervision.
In addition, Nghe An province has sought support from central agencies, localities and businesses. On this occasion, Provincial Party Secretary Nguyen Duc Trung respectfully thanked the Ministry of Public Security, the Ministry of National Defense, the provinces and cities of Dong Nai, Hung Yen, Vinh Phuc, Ba Ria - Vung Tau, Can Tho and other localities for actively supporting and donating resources to Nghe An province to eliminate temporary and dilapidated houses.
Emphasizing that Nghe An province has reviewed the tasks and the number of temporary and dilapidated houses that need to be completed in 2025, the Provincial Party Secretary said that up to now, of the 5,319 houses that need to be built and repaired, the province has completed 1,089. The province has identified funding sources for the remaining houses to build and repair and strives to complete them before August 31, 2025.
Gratitude to compatriots and comrades after 80 years of independence
Concluding the conference, Prime Minister Pham Minh Chinh, on behalf of the Central Steering Committee for the elimination of temporary and dilapidated houses, acknowledged, highly appreciated and commended ministries, branches, agencies and localities for their attention, active implementation of the tasks and solutions set out, contributing to the initial positive and important results of the program.

The Prime Minister also sincerely thanked the Vietnam Fatherland Front and socio-political organizations, agencies at all levels, the business community and people nationwide for joining hands and actively responding to the movement to eliminate temporary and dilapidated houses nationwide.
As of January 2, 2025, the Central Fund for the Poor has received an additional 72 billion VND to support the elimination of temporary and dilapidated houses. Localities have mobilized more than 2,300 billion VND, of which, Nghe An province has mobilized 843 billion VND, Quang Ngai has mobilized more than 242 billion VND, Thanh Hoa has mobilized 220 billion VND...
The Prime Minister severely criticized a number of ministries, branches and localities for not completing their assigned tasks; not being resolute, issuing plans and implementing actions and requiring serious review and profound experience.
The Prime Minister stated that completing the elimination of temporary and dilapidated houses is a particularly important political task that has been clearly demonstrated in the Conclusions, Resolutions, and directions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, towards celebrating major holidays in 2025, expressing gratitude to compatriots and comrades after 80 years of gaining independence and competing to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Party Congress.
Therefore, it is necessary to thoroughly grasp the motto "Party leadership, State management, Fatherland Front and mass organizations support, People are the masters". Diversify resources to implement the Program in the direction of the whole people, comprehensively, widely and inclusively.

In addition, strengthen information and propaganda work, create motivation and inspiration for everyone to support, share, and join hands in implementing the Program with the spirit of "leaving no one behind".
Strengthen inspection, supervision and urging the implementation of housing support policies for people with revolutionary contributions, poor households and near-poor households according to regulations, to prevent exploitation, profiteering, negativity and waste.
Specifying key tasks and solutions in the coming time, the Prime Minister requested the Ministry of Construction to provide guidance on criteria for temporary and dilapidated houses so that localities have a basis for implementation. The Ministry of Labor, War Invalids and Social Affairs will closely monitor, regularly urge and request localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area.
Update and clearly identify local difficulties and problems to proactively resolve within authority or advise and propose to competent authorities and the Central Steering Committee on issues beyond authority to ensure progress, goals and requirements.
At the same time, promptly synthesize and report to competent authorities to commend and reward good practices and typical examples, and consider handling and disciplining cases of slow progress, inactivity, lack of responsibility, indifference, and apathy in performing the task of supporting the elimination of temporary and dilapidated houses.
For provinces and centrally-run cities, Prime Minister Pham Minh Chinh requested the Head of the Provincial Steering Committee to focus on directing departments, branches, sectors, Party committees and local authorities to resolutely implement the tasks and solutions set out in the Program, especially in mobilizing resources and resolving difficulties and problems.
Localities that have not yet issued a plan to implement the Program are required to seriously review, learn from experience, criticize, discipline and issue it immediately before January 15, 2025.

On the other hand, regularly monitor and update the implementation results by day, week, month, quarter and from now until the end of the year of each level of local government. Request the standing agency of the local Steering Committee to update daily data on the software that the Ministry of Labor, Invalids and Social Affairs has sent to the localities; clearly define the responsibilities of the heads at all levels if they are slow to update the daily report.
Require localities to proactively handle and resolve difficulties and problems in the area according to their authority and promptly report to competent authorities on issues beyond their authority.
Affirming that the task of completing the elimination of temporary and dilapidated houses in 2025 is a heavy but glorious task, a noble responsibility of cadres and party members, a sentiment of mutual love and affection coming from the heart, so no matter how heavy it is, it must be done, no matter how difficult or challenging it is, it must be overcome, no matter how complicated it is, it must be handled, no matter how entangled it is, it must be resolved, working with all one's heart, mind and soul with the disadvantaged, the Prime Minister requested that the comrades, Ministers, Heads of sectors, Secretaries, Chairmen of People's Committees of provinces and centrally-run cities, Party committees and authorities at all levels promote a sense of responsibility before the Party, State and People, especially, pay attention to focusing on leadership and direction to successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide in 2025.
