Thanh Chuong exceeded the plan to build houses for poor households by 1 year.
From the policy of the Provincial Party Standing Committee on mobilizing and supporting house building for people with difficult housing circumstances, Thanh Chuong district has implemented it resolutely, creatively and finished 1 year ahead of schedule according to the plan for the period 2023 - 2025.

Houses of love
In Thanh Huong commune, the family of Nguyen Van Thang and Nguyen Thi Lieu in hamlet 5 is in a difficult situation. As the breadwinner of a family of 7 (5 children, the oldest is in primary school, the youngest is a twin under 1 year old), both husband and wife are not as healthy and agile as many others. The family's economy depends only on a few fields of rice and Thang's seasonal contract labor, which is available one day and not the next. Therefore, even though the one-room house left by their parents is damaged, they do not have money to rebuild it and have to stay with relatives.
When there was a policy to mobilize and support the construction of houses for the poor and those with housing difficulties, the commune made a priority list for Thang and Lieu's family to receive support. At the same time, they mobilized and connected with businesses to support 60 million VND; neighbors joined hands to support labor days to demolish, clean up the old house and build a new house; relatives supported bricks, stones, cement to build the house... the total value of the house was about 220 million VND.

In early November 2024, Mr. Thang and Ms. Lieu's family moved into a new house. The Party Committee, the government, the Fatherland Front, and socio-political organizations came to celebrate and provided some additional household items. On the day of moving into the new house, Mr. Nguyen Van Thang emotionally thanked the Party, the State, the neighbors, and his paternal and maternal brothers and sisters, because "without the attention and support from the State and the joint efforts of the community and relatives, we would not know when we would have had a solid house to live in."
Also in Thanh Huong commune, the family of Nguyen Tu Duong, in hamlet 1, has a more special situation when Duong himself is blind in both eyes and his two children have congenital heart disease; family life falls on the shoulders of his wife, the mother of the family, Nguyen Thi Lanh. When the Party Committee, the government, the Fatherland Front and the local political and social organizations met and encouraged the family to build a house to cover the top and bottom, the commune connected with businesses to support 60 million VND, local officials and people will support working days; both sides of Mr. Duong's family united to contribute labor and money with the spirit of "In addition to the State's support, the family will support as much as the lack". Currently, the house of Nguyen Tu Duong's family has been completed and put into use, with a total value of about 350 million VND.
For Ms. Nguyen Thi Lien, in Hamlet 4, a single mother, in addition to connecting support to build a house according to the model of a prefabricated house - turnkey worth 50 million VND; the Party Committee, the government and organizations in the political system of Thanh Huong commune also called for socialization to build a brick yard and build for her and her children. Living in a new house, Ms. Nguyen Thi Lien happily confided: "Although the two of us are alone, the commune, hamlet and community officials care about building a house and equipping us with furniture, we feel very happy and lucky."

In Thanh Huong commune, after reviewing and evaluating, the commune has established and approved 14 households to be prioritized for housing support in the period of 2023 - 2025; including 13 new houses and 1 repaired house. Up to this point, the commune has supported and completed 11/14 houses. Of the remaining 3 households, although they have received support, 1 household does not have legal land to build, 1 household has not been able to build due to the death of a relative, and 1 household has moved to live with their children so they do not have to build a house.
To achieve this result, comrade Nguyen Gia Minh - Chairman of the Commune Fatherland Front Committee said: The review and evaluation of households in need of housing support was carried out by hamlets and communes, which conducted strict appraisal and approval. These are households with quite special circumstances; out of 14 households, 6 have heads of households who are disabled, enjoy social protection, 2 households are single mothers and 6 households are poor households. Therefore, when implementing the campaign to support households in building houses, it was necessary to create consensus among all households in the commune, whether well-off or not, all contributed, no one stood outside and mobilized the entire political system to participate. When it was necessary to mobilize forces to transport raw materials or labor days to demolish old houses and build new houses, political and social organizations and people were all ready. The Party Secretary of the commune, Nguyen Thai An, also worked hard to mobilize and connect organizations and individuals outside the locality to participate in supporting local resources to build houses for the poor and people with difficult housing circumstances in the area.

In Thanh Luong commune, in the period of 2023 - 2025, 8 households were approved for housing support. In the spirit of solidarity and mutual assistance, in addition to contributing a total of more than 265 million VND to the source of housing construction for the poor for the district to coordinate with the whole district, with the support level of building new houses of 50 million VND/house and repairing of 25 million VND/house; the cadres and people of Thanh Luong commune also contributed to support households building local houses, including cash, raw materials for house foundations, yard foundations, auxiliary works, purchasing household items such as gas stoves, rice cookers, warm blankets, etc., worth from 10 - 34 million VND/household; at the same time, supporting working days to demolish old houses and build new houses for households. Up to now, Thanh Luong commune has completed and handed over houses to 8/8 households eligible for housing support in the period of 2023 - 2024.
Completed 1 year ahead of schedule
In addition to the methodical direction, according to comrade Phan Dinh Ha - Chairman of the Fatherland Front Committee of Thanh Chuong district: Thanh Chuong district also has a way to mobilize resources, both promoting internal resources and calling for external resources. Promoting internal resources in Thanh Chuong district is to call for and mobilize support from cadres, civil servants and public employees in the district to support the contribution of 4.5 days' salary in 3 years (2023 - 2025) and divide it into 2 payments, however, in reality, it is basically paid in one payment; each household (except poor households, those in especially difficult circumstances) supports at least 200,000 VND, paying in 2 years (2023, 2024) but also basically paying in one payment. Calling for external resources through calling and mobilizing children far from home, connecting with businesses, philanthropists and fellow countrymen associations in provinces and cities across the country to support. From internal resources combined with external resources, Thanh Chuong district has mobilized more than 34.7/26 billion VND according to the plan set for the period 2023-2025.

Along with calling and mobilizing according to the planned targets set by the district; in each locality, depending on each family's circumstances, to mobilize and motivate cadres and people of all walks of life, relatives of households supported in building houses to help with more money, raw materials, and working days to contribute to completing the house, in order to reduce the difficulties and resources of the family and increase the value of the newly built or repaired house. More carefully, in addition to supporting housing construction, Thanh Chuong district directs the communes, based on the specific circumstances of each family, to mobilize and support additional auxiliary works: toilets, yards, fences, etc. and purchase household appliances.
From the correct policy of the Provincial Party Committee through the issuance of Directive No. 21, dated February 10, 2023 on strengthening the Party's leadership in the work of mobilizing and supporting the construction and repair of houses for the poor and people with difficult housing circumstances, period 2023-2025; Thanh Chuong district has directed strongly, discussed the establishment of a steering committee from the district to the commune level and in each commune, established an additional team to assist the steering committee, along with a working group in each block and hamlet. At the same time, at each level, plans are developed and specific solutions are proposed for each group of subjects eligible for housing support.
The District Steering Committee issued guidelines for reviewing and establishing a database of subjects in need of housing support in the period of 2023 - 2025 to serve as a basis for calling and mobilizing at specific addresses; determining subjects, conditions and priority order for housing support. The District Steering Committee, headed by the District Party Secretary, issued a letter calling on organizations, individuals, agencies, units, businesses, and people from all walks of life inside and outside the district to join hands in supporting the construction of houses for the poor in the district.

By doing it methodically and creatively, up to now, after 2 years of implementation, Thanh Chuong district has completed the mobilization and support for building houses for the poor and people with housing difficulties; Finished 1 year ahead of schedule for the 2023 - 2025 period with a total of 423 completed houses (including 341 new houses and 82 repaired houses)/498 households reviewed and approved in the 2023 - 2025 period. Currently, there are 72 remaining houses (58 newly built houses and 14 repaired houses) in the 2023 - 2025 period plan under construction and repair, striving to complete in 2024. The total funding for house building support is nearly 24 billion VND and currently the remaining mobilized amount is more than 11 billion VND, according to the Chairman of the Thanh Chuong District Fatherland Front Committee, which will be included in the plan to build houses for the poor and people with housing difficulties in the district in 2025 according to the movement launched by the Government.
