(Baonghean.vn) - The national coastal road is one of the three most important roads of the country, contributing to the development of the economy, national defense, and coastal areas. Currently, this route through Nghe An is being urgently deployed, especially the site clearance work.

Removing obstacles of phase 1

Projectnational coastal roadThe section through Nghe An is divided into 2 phases, of which phase 1 is 7.442 km long, passing through Cua Lo town and Nghi Loc district, with the starting point at km 76+00 intersecting with National Highway 46, the ending point at km 83+500 intersecting with Provincial Road 535 (right at the foot of Cua Hoi bridge).

Of which, the section through Nghi Loc district is 1.09 km long and Cua Lo town is 6.352 km long. The total investment of this phase is 521 billion VND, of which the central budget is 260 billion VND and the local budget is 261 billion VND. The project has been implemented since the end of July 2020, with Nghe An Department of Transport as the investor.

To ensure the site for construction units to follow the schedule, Nghi Loc District People's Committee andCua Lo Townhas issued a decision to reclaim land to implement the project. However, up to now, there are still some households that have not handed over the land for construction, concentrated in Cua Lo town.

In Nghi Hoa ward (Cua Lo town), the project passes through 1,310 km of agricultural land and 30 households. Currently, there are 3 households that have not yet agreed on land acquisition and have not yet handed over the site to the construction unit. These households claim that the compensation price for assets and land is low; the households request to be allocated additional resettlement quotas, request additional compensation for areas close to the boundary... This is what makes the project unable to be completed on schedule.

Mr. Le Thanh Giang - Chairman of Nghi Hoa Ward People's Committee said that currently, there are cases that have not beensite handoverfor the construction unit is because there are still some problems, the people have submitted a petition and are waiting for the relevant departments and agencies to respond. As for the locality, they have organized propaganda and mobilized people to hand over the site so that the project can be completed and put into use soon, at which time the households themselves will also benefit a lot. Currently, because the households have submitted a petition, they have to wait for the response of the authorities before deciding on the next course of action.

Mr. Ho Lac Thien - Deputy Director of the Land Fund Development Center of Cua Lo Town said: The national coastal road passing through Cua Lo Town is mainly implemented in phase 1. Currently, phase 1 is still stuck with 4 households in Nghi Hoa and Nghi Hai wards that have not completed land clearance, the remaining 59 households have agreed in principle and handed over the land to the construction unit. In phase 2, this road passes through Nghi Tan ward with a length of 0.22km (residential land, garden 0.06km and agricultural land 0.16km), including 22 residential plots (10 plots with houses), the rest is water surface area.

Currently, in the part where land acquisition and clearance have been completed, the construction units have basically completed the carpet laying part. As for the remaining households, in the coming time, the town will continue to coordinate with the wards to mobilize and propagate, combined with the conclusions of the superior agencies, striving to soon complete the handover of the site for construction.

Speed ​​up the progress of GPMB phase 2

After phase 1 of the national coastal road project through Nghe An has been basically completed, the localities in phase 2 are now rushing to carry out the measurement, extraction and clearance procedures. Phase 2 of the project has a length of 64.47 km, of which 59.91 km must be cleared (due to 4.56 km overlapping D4 and QL46), passing through Hoang Mai town, Quynh Luu district, Dien Chau district, Nghi Loc district and Cua Lo town, with the scale of a grade III plain road, the total investment is 4,651 billion VND, of which the estimated clearance cost is 933 billion VND.

According to the preliminary review report, when implementing the second phase of land acquisition, 4,153 plots of land were affected. Of which, the section through agricultural land was 44.03 km long (accounting for 73%); the section through residential land was 6.3 km long; the section through forestry land was 7.45 km long...

In Dien Chau district, the national coastal road project passes through 6 communes (Dien Hung, Dien Hai, Dien Kim, Dien Thanh, Dien Thinh and Dien Trung), with a total length of 24.44 km. Up to now, the surveying and map adjustment work for site clearance in this locality has been completed in 5/6 communes.

Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said: To promptly hand over the site,GPMB CouncilThe district has proactively coordinated with communes to inventory trees, crops, forest trees, and land under commune management. At the same time, it has approved specific prices for agricultural land in 3/6 communes; inventory and records have been made for 763 plots/1,256 plots. The district has also approved compensation plans for 146/1,256 plots, with a total approved amount of 6.2 billion VND. Currently, 5.5 billion/13 billion VND of allocated capital has been paid and disbursed, reaching a disbursement rate of 42.3%.

Mr. Hien also said that although the entire route through Dien Chau district has no cases of resettlement, there is one household in Dien Trung commune that has to move, although it does not meet the resettlement conditions, the district has also arranged a new land location to compensate the people with land. However, along the sea dike through Dien Kim, Dien Hai, Dien Trung communes, there are many business kiosks that rent land from the commune for 5 years, currently because they do not meet the conditions for land compensation, while the assets are only partially supported. Not to mention the protective forest land in Dien Hai, Dien Kim communes, households have been granted Certificates of land use rights for protective forests, according to regulations will not be compensated, so some households still do not agree.

Some localities previously allocated land without complete documents, so they encountered many difficulties in assigning ownership, determining boundaries and landmarks in the field, leading to impacts on site clearance work.

Some localities also proposed that the province should direct relevant departments and branches to prioritize pricing, complete confirmation signing and make advance payments to households in areas where there has been agreement. For example, in Hoang Mai town, there are 20 aquaculture plots that have been inventoried in Quynh Loc commune, 34 plots of land in Thanh Cong hamlet in Quynh Lien commune are being appraised by the departments, and 52 plots in Lien Hai hamlet are being priced. In Quynh Luu district, there are 31 plots of land in Quynh Bang commune that are being signed for confirmation with the people, 163 plots in Quynh Luong commune have completed pricing and 70 households have signed, and 98 plots have completed pricing in Quynh Minh commune. Or in Dien Chau district, there are 196 plots in Dien Thinh commune that have completed pricing...

According to the representative of the Department of Transport, by the end of March 2022, 7.65km/59.91km of land had been handed over, reaching 13%. In addition to the difficulties in the localities, the Department of Transport has also recommended that the Departments of Finance, Construction, Agriculture and Rural Development promptly advise the Provincial People's Committee to resolve the recommendations of the districts related to other support for tree planting on the dike corridor, difficult-to-produce land, and areas with business kiosks. Pay attention to considering and prioritizing the time to inspect and advise the Provincial People's Committee to approve the selection of locations for resettlement areas proposed by the localities. Take the lead in guiding and urging localities to complete the procedures for submitting funds for replacement forest planting, changing the purpose of forest use, etc.
