Nghe An focuses on implementing well the funding source to reduce greenhouse emissions
On the morning of November 13, the Provincial People's Committee held a meeting on the progress of the pilot implementation of the transfer of emission reduction results and management of the greenhouse gas reduction payment agreement in the North Central region in the province (ERPA).
The meeting was attended by leaders of the Department of Agriculture and Rural Development, the Department of Finance and related levels and sectors. Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired the meeting.

In the process of implementing the agreement on payment for greenhouse gas emission reduction in the North Central region in the province (ERPA), Nghe An encountered some difficulties and problems, because the disbursement of money from ERPA revenue to beneficiaries in the province will not begin until October 2024.
The area of natural forests according to the results of forest development announcement has certain deviations compared to reality; Some forest owners are organizations, the People's Committees at the commune level, the amount of benefits is too low, making it impossible to make financial plans; The number of forest owners who are households, individuals, and communities in the province is very large (27,467 subjects in 211 communes in 19 districts/cities/towns), mainly located in remote areas, difficult travel conditions, wishing to be paid in cash, therefore, there are difficulties in payment through bank accounts (districts have made written proposals)...

All levels and sectors have stepped in and directed strongly to remove difficulties and obstacles. The Forest Protection and Development Fund has proactively and actively advised on related contents and activities to speed up disbursement progress.
To date, the Forest Protection and Development Fund has disbursed funds to 15 forest owners who are organizations; 4 commune People's Committees and 13 forest owners who are households, individuals and communities, with a total amount of more than 63 billion VND (the Forest Protection and Development Fund has disbursed 100% of the amount according to the approved financial plan of the units).
According to the plan, by December 31, 2024, 145,667 million VND will be disbursed, of which 82,079 million VND will be disbursed to forest owners who are organizations; 20,820 million VND at the Commune People's Committee and 38,678 million VND for households, individuals, and communities...

At the conference, representatives of relevant departments, branches and localities proposed solutions to ensure the timely implementation of ERPA, namely: Coordinating with local authorities at district and commune levels and forest owners as organizations to promptly remove difficulties and obstacles during the implementation process; Directing and urging forest owners as organizations to develop and submit for appraisal and approval of design documents and estimates of forestry works approved in the annual financial plan according to regulations for implementation.
Urge, guide, and accelerate the work of making and approving financial plans of the People's Committees at the commune level assigned to manage forests; Urge forest rangers to speed up the work of reviewing and counting the actual natural forest area of beneficiaries; Strengthen training to improve the capacity and role of the community in coordinating and linking with functional agencies in the planning and monitoring process; Strengthen the work of checking and supervising payment activities, money management and use and contents related to ERPA...

Speaking at the meeting, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged the results of the efforts of relevant levels and sectors in implementing payments for greenhouse gas emission reduction in the North Central region in the area, and emphasized: The Provincial People's Committee, relevant levels and sectors continue to study and remove difficulties and obstacles in the implementation process so that Nghe An can ensure the implementation of payments for greenhouse gas emission reduction in the North Central region in the area.
In the coming time, departments, branches, local authorities at district and commune levels and related units will speed up the review, establishment and approval of financial plans for ERPA payment.

Request the Department of Agriculture and Rural Development, the Department of Finance and relevant agencies to guide forest owners who are organizations under their authority to promptly implement activities according to the approved financial plan, pay to beneficiaries and manage and use ERPA money in accordance with regulations. District People's Committees need to focus on directing the implementation of greenhouse gas emission reduction payments and synthesizing, compiling, and confirming the list of forest owners who are households, individuals, and communities in the district to organize payments.
Forest rangers and commune People's Committees collect bank account information or promote and encourage forest owners to open bank accounts to receive ERPA money. Commune People's Committees manage and use ERPA money paid in accordance with regulations...
