Nghe An removes obstacles, ensures completion of 2025 tasks according to Resolution 57

Implementing the direction of the Central Steering Committee on science, technology development, innovation and digital transformation, Nghe An is reviewing progress, clearly identifying each group of difficulties and obstacles to promptly resolve them. The province aims to complete all tasks in 2025 according to Resolution 57-NQ/TW, focusing on urging, completing infrastructure, and improving the quality of public service provision.

On the morning of November 14, the Central Steering Committee's Inter-sectoral Working Group held a meeting to review and urge the progress of assigned tasks according to Resolution 57 and to handle difficulties in implementing Plan No. 02-KH/BCĐTW, the conclusions and decisions of the Central Steering Committee on digital transformation tasks. The meeting was chaired by comrade Nguyen Huy Dung - full-time member of the Steering Committee, Head of the Inter-sectoral Working Group.

Continue to urge and handle difficulties

According to the report updated to November 13, 34 provinces and cities nationwide submitted reports with a total of 3,430 tasks to be completed in 2025. To date, 56.97% of the tasks have been completed, and 43.03% are still being implemented.

Localities reported eight major difficulties: lack of human resources for science and technology, innovation and digital transformation at the grassroots level; slow issuance of guidelines for implementing Decree 179/2025/ND-CP on supporting people working in digital transformation; lack of a strategic framework and a 5-year master plan on science, technology and innovation; difficulties in identifying popular software and deploying specialized data; inadequacies in the mechanism for allocating expenditures for science and technology tasks; difficulties in supporting businesses in digital transformation; lack of guidance on specific financial mechanisms for innovation; and difficulties in deploying national digital platforms.

The Ministry of Science and Technology said that it is finalizing the Master Plan for Science, Technology and Innovation for the 2026-2030 period; urging the development of a national digital platform list; guiding the implementation of the sandbox mechanism; and reviewing the approval process for science and technology tasks to reduce procedures. The Ministry of Finance informed the progress of drafting a decree implementing Resolution 198/2025/QH15 on specific policies to support micro, small and household businesses in digital transformation; and clarifying contents related to resource allocation and bidding for digital transformation support services.

Concluding the meeting, Comrade Nguyen Huy Dung requested localities to continue to strictly implement the responsibilities of their leaders; consider the greening results on the monitoring system as an important measure. Slow tasks must clearly state the causes and propose solutions. Ministries and branches continue to perfect institutions, technical frameworks and professional guidance to support localities.

Nghe An was assigned 100 tasks under Resolution 57, to date the province has completed 51 tasks (51%), 49 tasks are being implemented. Particularly in Plan No. 02-KH/BCĐTW, Nghe An is one of the leading localities: Completing phase 1 with 130/130 communes and wards completing 16/16 task groups, ranking 4th nationwide; phase 2 is being implemented as planned.

In recent times, Nghe An has focused on completing digital infrastructure; digitizing records and documents of the Provincial Party Committee; restructuring internal processes; maintaining 10 shared systems; upgrading the information system for handling administrative procedures at the provincial level; promoting online public services; and implementing the "Digital Education for the People" movement. The province has also announced 15 major problems on science, technology and innovation, promoting the application of AI and IoT in key economic sectors.

Along with that, departments and branches have fully announced administrative procedures; the data reuse rate reached 74%; full public service records were submitted regardless of administrative boundaries. Communication work serving digital transformation was deployed synchronously on the province's information platforms.

At the conference, Nghe An pointed out a number of difficulties such as: Lack of human resources in science and technology and digital transformation at the commune level after merging administrative units; difficulties in determining the list of popular software, leading to difficulty in determining the form of investment for systems such as IOC, document management, information portal; some specialized databases must be temporarily suspended due to lack of decentralization instructions; data warehouse infrastructure and network infrastructure at the commune level are not yet synchronized, needing additional resources to meet the requirements of implementing large-scale digitalization tasks.

Nghe An proposed that the Central Government soon complete guidelines on the national digital platform, popular software, and spending mechanisms for innovation; support funding for upgrading commune-level digital infrastructure; remove obstacles in implementing comprehensive public services and a model for handling administrative procedures regardless of administrative boundaries...
