However, those who regularly participate in work in the block, hamlet, and village also include the Red Cross, Learning Promotion Associations, and Heads of residential groups... With the current number of people working in the block and hamlet compared to the contract level according to Resolution 22/2019/NQ-HDND, it is difficult to ensure spending levels for all subjects.

Answering a series of questions from the provincial People's Council delegates, the Director of the Department of Construction said that the fault for the above-mentioned problems lies primarily with the investors and is related to legal documents that have not kept up with reality, including the responsibility for consulting and managing the Construction sector, and the responsibility for managing construction order belongs to the local government.

Regarding this issue, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that there are weaknesses that need to be overcome. And for some violations of the investor of the apartment project, it is necessary to transfer the case to the investigation agency for criminal handling.
