Nghe An: State budget revenue in the first 5 months of the year reached 124% over the same period
(Baonghean.vn) - On the afternoon of June 14, comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee had a working session with the Tax Department and a number of departments and branches on state budget collection in the first 6 months of the year, and implementing solutions to carry out tasks in the last 6 months of 2016.
According to the report of the Provincial Tax Department, the accumulated revenue in the first 5 months of 2016 reached 3,480 billion VND, equal to 43% of the Central budget estimate, 39% of the Provincial People's Council budget estimate, equal to 124% compared to the same period.

Although revenue in the first 5 months of 2016 increased compared to the same period last year, it only reached 39% of the estimate assigned by the Provincial People's Council and People's Committee. Of which, there were 3 revenue items that were higher than the estimate: Revenue from mineral exploitation rights reached 66%, revenue from registration fees reached 53%, and revenue from environmental protection tax reached 51%.

The remaining revenues were lower than estimated: land use fees, fees, and revenues from production and business activities... The reason is that some key enterprises had lower levels than the same period, reducing revenues by approximately VND 130 billion; especially revenues not managed by the tax sector (other budget revenues and fixed revenues at the commune level.

To complete 50% of the assigned estimate, in June, Nghe An Tax Department strives to collect 985 billion VND. The accumulated revenue for the first 6 months is estimated at 4,465 billion VND, equal to 50% of the Provincial People's Council's estimate, up 28% over the same period.

However, to complete the 2016 state budget revenue estimate, the Tax Department needs to consult the content of the program to report to the Provincial People's Committee to have a plan to work with enterprises with large budget contributions to have specific solutions, encourage enterprises to exceed the production plan, thereby having tax revenue to pay to the state budget in the area.
Agree to request the Tax Department to coordinate with the Department of Finance to advise the Provincial People's Committee to issue a document directing sectors and localities to focus more vigorously on mobilizing all sources of revenue for the State budget. Assign the Department of Planning and Investment and the Department of Natural Resources and Environment to refer to the practices of other provinces, establish an inspection team, and require enterprises from other provinces implementing projects in the area to establish enterprises and branches to be granted tax codes and declare and pay taxes in Nghe An.
Regarding the problem of tax debt collection, comrade Le Xuan Dai suggested that the Department of Natural Resources and Environment coordinate with the Tax Department to have stronger solutions to force mineral exploitation enterprises to fulfill their tax payment obligations...; at the same time, review land use projects to help tax authorities to collect taxes.
