Nghe An implements 2 'anti', 3 'build' before new developments of Covid-19 epidemic

2 "RESIST", 3 "BUILD"

Since June 13, 2021, Nghe An has recorded more than 414 Covid-19 patients in 19/21 localities. The biggest risk for Nghe An at present is the increasing number of positive cases among citizens returning from epidemic areas, posing a high risk of disease outbreaks in the community. Since the beginning of the epidemic season, Nghe An has recorded 141 cases related to citizens returning from epidemic areas.

In the new context with very complicated developments, the Provincial Party Standing Committee has just issued Directive No. 07-CT/TU on strengthening leadership and direction in preventing and controlling the Covid-19 epidemic in the province in the new situation; in which it has analyzed the context very clearly, stated the goals, viewpoints, guiding ideas and supplemented many measures and solutions for all levels and sectors, especially Party committees, authorities, steering committees, and the political system to carry out the task of preventing and controlling the epidemic in the new context and new situation.

Speaking at the meeting, agreeing with the assessment that Nghe An is basically controlling the epidemic well, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Thai Thanh Quy highly appreciated the efforts of the entire political system and the people of the province in the past time, joining hands and determined to fight the epidemic.

At the meeting, the Provincial Party Secretary emphasized that the work of preventing and fighting the Covid-19 epidemic in the coming time, in terms of viewpoints and guiding ideas, must still be carried out with the motto: "Timely, drastic, synchronous and based on the people"; at the same time, thoroughly grasping the spirit of the Politburo and the Secretariat considering the current work of preventing and fighting the Covid-19 epidemic as "above all, first of all" and the Government's guiding viewpoint with localities is to: "Go one level higher, one step earlier".

Based on the analysis of the context, situation, and coming time, the head of the Provincial Party Committee requested that the work of preventing and fighting the Covid-19 epidemic must be implemented with "2 anti-" and 3 "construction".

First of all, it is necessary to "fight" against subjectivity, negligence, and complacency with the work of disease prevention and control. The Provincial Party Secretary said that recently, the Standing Committee of the Provincial Party Committee met and made the assessment that there were signs of subjectivity, negligence, and complacency with the results of disease prevention and control among officials and people in the province.

That is what makes the determination weak, inflexible, untimely, and indecisive, which reduces the morale to fight the epidemic, and is somewhat slow in making decisions and taking action. Therefore, it is necessary to end this mindset, and the spirit of epidemic prevention and control must be constantly maintained by the Politburo, the Secretariat, the Government, and the province.

Next, it is necessary to "prevent" the spread of the disease from outside into the community in the province. Accordingly, the most urgent task at present is to manage the flow of people from other localities, especially from epidemic areas to the province. To do so, in addition to propagating to people to make honest health declarations; at the same time, it is necessary to do a good job of controlling the movement of citizens; organize centralized quarantine; strictly manage quarantine areas; strictly implement the direction of the Prime Minister in Official Dispatch 1068/CD-TTg dated August 5, 2021, in which "resolutely request people to "stay where they are" to thoroughly implement social distancing and quarantine according to regulations"; at the same time, maximize the supervisory role of the people, especially the community Covid team.

Along with that, the Provincial Party Secretary requested "3 constructions" in the work of preventing and fighting Covid-19 in the coming time.

First of all, it is necessary to "build" a plan for a worse situation so as not to be passive, to ensure control of the situation, especially in terms of human resources, resources, quarantine locations, capacity, and treatment locations, along with clear assignment of responsibilities of Party Executive Committee members, Party Standing Committee members, and Steering Committee members at all levels; closely linked to inspection and supervision work.

Next is to "build" a plan to avoid a social security crisis; ensure the circulation of goods, avoid disruption of the supply chain; ensure security and order during the epidemic and post-epidemic period.

Finally, it is necessary to "build" a propaganda and persuasion plan in the context of the new, very rapid and dangerous developments of the epidemic. Through propaganda work, it is necessary to make the entire political system pay attention and participate; people understand, sympathize, share the difficulties and complexities as well as support and participate in the work of disease prevention and control; increase propaganda about good organizations and individuals associated with commendation and rewards.

In addition, condemn and criticize distorted arguments and bad actions in disease prevention and control; through propaganda, continue to call for donations and support to have more resources for Covid-19 prevention and control.

With the above viewpoints, the Provincial Party Secretary expressed his hope that after this meeting, there will be many changes in methods, determination, viewpoints, actions and specific tasks from the provincial to grassroots levels in the work of preventing and fighting the Covid-19 epidemic.

TEMPORARILY STOP REGISTRATION TO RETURN HOME

Concluding the meeting, in the face of the high risk of the Covid-19 epidemic in Nghe An, Chairman of the Provincial People's Committee Nguyen Duc Trung - Head of the Provincial Steering Committee for Covid-19 Prevention and Control requested all levels, sectors and localities to continue to resolutely and synchronously implement the directions of the Central Government, the Government, the Prime Minister, the National Steering Committee, and the Provincial Steering Committee in the process of implementing epidemic prevention and control work in the past time.

In particular, it is necessary to seriously and fully grasp and immediately implement Directive No. 07 of the Provincial Party Standing Committee, as well as the instructions of the Provincial Party Secretary at the meeting.

The Chairman of the Provincial People's Committee also emphasized that at present, the general spirit in the whole country as well as in Nghe An is to still carry out the "dual goal", but it is necessary to prioritize and focus maximum on the work of preventing and fighting the Covid-19 epidemic.

Therefore, the Head of the Provincial Steering Committee for Covid-19 Prevention and Control requested localities to update the epidemic prevention and control scenarios at a higher level to proactively handle them in a timely manner in accordance with the new situation, with the spirit of: "Timely, drastic, synchronous, relying on the people" and with the motto of 4 on-site, mobilizing the entire political system, all levels and sectors to participate, in which promoting the responsibility of the heads of Party committees and authorities at all levels; clearly assigning people, work, tasks and areas; associated with inspection, urging, supervision and direction.

Along with that, localities must continue to implement measures that have been implemented such as: detecting, preventing, isolating; organizing well the investigation and tracing work to isolate and contain the epidemic; and promoting the role of tracing teams to minimize infection in the community when there are infected cases.

Along with that, well implement the organization and management of quarantine areas both inside and outside. Regarding this content, in response to the proposal to implement home quarantine, the Chairman of the Provincial People's Committee affirmed that, up to this point, Nghe An has not allowed home quarantine.

The head of the provincial People's Committee also requested localities to strictly manage their areas, including managing people returning from other localities, especially those with epidemics. The heads of Party committees and authorities at all levels must take responsibility, coordinate with the police force and maximize the role of community surveillance teams to effectively implement this content.

At the same time, localities proactively develop plans, prepare the best conditions for vaccination, and thoroughly screen to ensure that no subjects are left out. Steering Committees at all levels carry out propaganda and mobilize people to comply with epidemic prevention and control measures. In addition to epidemic prevention and control, it is necessary to ensure social security and social order and safety in the area.

The Chairman of the Provincial People's Committee also assigned specific tasks to departments and branches, in which the Health sector reviewed the epidemic prevention and control scenarios in accordance with the new situation; advised the Provincial Steering Committee for Epidemic Prevention and Control on scenarios to respond to higher situations, worse developments, more serious, more complicated, with more infections and severe cases; proactively reviewed human and material resources to meet the requirements of epidemic prevention and control in the province; continued to advise on measures to direct epidemic prevention and control, especially at medical examination and treatment facilities and facilities in the Health sector. In the immediate future, centralized isolation at medical centers and health stations will be temporarily suspended to ensure medical examination and treatment for people; prepared conditions to most effectively implement the vaccination campaign, ensuring maximum safety and effectiveness for people.

The provincial police continue to preside over a number of tasks such as the task force to trace and manage population movements in the area; manage and ensure security and order; coordinate with the Department of Transport to continue to organize well the checkpoints in and out of the province without causing congestion; strictly handle violations in the work of epidemic prevention and control. The organization of welcoming citizens returning from the southern provinces, currently has about 26,000 people registered. Nghe An has organized 6 free flights to bring 1,285 citizens in priority groups to the province safely and are organizing quarantine.

In the coming time, the Chairman of the Provincial People's Committee said: In the immediate future, the announcement will temporarily suspend the registration to return to the hometown so that the province can arrange and organize the reception of citizens in the most reasonable way. Continuing to receive priority subjects will only be considered after completing the quarantine for 1,285 priority cases that have been received. Subjects in the self-funded group currently need to comply with the regulations in Official Dispatch 1068/CD-TTg dated August 5, 2021 of the Prime Minister, in which "resolutely request people to "stay where they are" to thoroughly implement social distancing and quarantine according to regulations".
