Nghe An streamlines 3,377 staff in 10 years
(Baonghean.vn) - The streamlining of staff according to the Government's decrees has been implemented promptly and effectively by Nghe An. Since 2007, 3,377 people have been able to retire and enjoy benefits and policies.

On the afternoon of July 31, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Standing Committee of the Provincial Party Committee met to discuss a number of important contents. At the meeting, on behalf of the leaders of the Provincial People's Committee, Comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee reported on the results of 10 years of implementing Resolution No. 15/NQ-Tu of the Provincial Party Executive Committee (term XVI) on the action program to implement Resolution No. 5 of the Central Committee (term X) on promoting administrative reform (PAR), improving the effectiveness and efficiency of management of the State apparatus.

Identifying administrative reform as one of the important solutions to promote socio-economic development, in recent years, the Provincial Party Committee, People's Council, Provincial People's Committee, and all levels and sectors have paid much attention to, strengthened leadership and direction of administrative reform work, and achieved many positive results. 18/21 departments, branches and sectors have advised the Provincial People's Committee to promulgate a set of administrative procedures (AP) under their jurisdiction. Many APs have been reviewed, abolished, or simplified, and business registration procedures have been reduced to 2.63 days.
The one-stop shop and inter-connected one-stop shop mechanisms in agencies and units at all levels have been expanded, maintained and improved in quality. 27/27 provincial-level units and 21/21 district-level units have implemented the one-stop shop mechanism. Some units have performed quite well, including the Department of Home Affairs, the Department of Planning and Investment, the Department of Transport, Vinh City, Quynh Luu, Cua Lo, Hung Nguyen, etc.
The streamlining of staff according to the Government's decrees has been implemented promptly and effectively by Nghe An province. Sectors and localities have proactively and actively reviewed the staff, civil servants and public employees (CBCCVC). Since 2007, the whole province has resolved to let 3,377 people retire and enjoy policies and regimes. Currently, the whole province has 5,398 civil servants and 59,642 public employees. After 10 years of construction, the quality of the staff has generally improved.
However, there are still many shortcomings and limitations in administrative reform work as reported, such as: the organizational structure is not really streamlined and compact; a number of civil servants and public employees have weak capacity, professional qualifications, skills, administrative knowledge, foreign languages, and information technology; the application of information technology is not effective, not really supporting administrative reform work well, etc.

“Agencies and units must publicize and make 100% of administrative procedures transparent. The Provincial People's Committee and the Department of Justice must strictly control new administrative procedures, avoiding the local interests of this or that sector by "inserting" them into administrative procedures, causing trouble for people and businesses,” comrade Le Xuan Dai emphasized the tasks in the coming time.
The Standing Vice Chairman of the Provincial People's Committee also said that it is necessary to focus more on advising, promulgating, reviewing, and systematizing legal documents to serve state management; reviewing and simplifying administrative procedures; improving the quality of implementing the one-stop mechanism, inter-connected one-stop mechanism, etc. to achieve the goals set out in the Nghe An Provincial Administrative Reform Program for the 2012-2020 period.
Appreciating the elaborate preparations of the Party Committee of the Provincial People's Committee, Secretary of the Provincial Party Committee Nguyen Dac Vinh said that over the past time, Nghe An's administrative reform work has had remarkable advantages. He also pointed out: "In addition, Nghe An still has unsustainable points, leading to the instability of the Administrative Reform Index (PARINDEX), Provincial Competitiveness Index (PCI), and Public Administration Performance Index (PAPI) over the years".
The Provincial Party Secretary also requested the Department of Home Affairs to periodically send reports on administrative reform every 3 months, as a basis for the Provincial Party Standing Committee to monitor and direct the implementation of tasks.

At the meeting, members of the Provincial Party Standing Committee also contributed their opinions on the report assessing the results of the Party's foreign affairs, state diplomacy, and people-to-people diplomacy with the Lao People's Democratic Republic in the 2011-2016 period, and the orientation of foreign affairs activities in the 2017-2020 period and the following years.
Most opinions suggested that it is necessary to supplement and clarify the following contents: foreign affairs on national defense and security; deepen economic foreign affairs, remove difficulties for businesses; strengthen cooperation, help friends in the field of education, training high-quality human resources; evaluate more carefully the effectiveness of implementing the policy of twinning with other countries, etc.
Concluding this content, Provincial Party Secretary Nguyen Dac Vinh emphasized that the Vietnam-Laos relationship in general and Nghe An with Laos's friendly provinces in particular is a special, comprehensive relationship in all fields, and noted that the report needs to supplement the content of the Party's policies and resolutions on foreign policy with the Lao PDR, requesting the Department of Foreign Affairs to absorb comments and make appropriate additions and adjustments.
In the afternoon of the same day, the meeting also listened to and gave opinions on the results of the implementation of tasks in the 2016-2017 school year and the direction of tasks for the 2017-2018 school year.
