Nghe An Provincial People's Committee has just issued Official Dispatch No. 9005/UBND-NN on the implementation of Official Dispatch No. 100/CD-TTg dated September 27, 2024 of the Prime Minister.

Pursuant to Official Dispatch No. 100/CD-TTg dated September 27, 2024 of the Prime Minister on focusing on directing and implementing measures to quickly restore agricultural production after storm No. 3 (Yagi) and floods, to urgently restore and develop agricultural, forestry and fishery production, ensure food supply, contribute to controlling inflation and overcoming the consequences of floods, stabilizing people's lives, the Chairman of the Provincial People's Committee assigned:

1.
Directors of departments, branches, sectors, Chairmen of People's Committees of districts, cities and towns, focusing on directing and implementing synchronously, drastically and effectively solutions to promote production, maintain growth of the agricultural sector, ensure stable people's lives, focusing on implementing 06 groups of key tasks and solutions according to Resolution No. 143/NQ-CP dated September 17, 2024 of the Government to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.
2. Chairman of District People's Committee
, especially in localities affected by storms, floods, and landslides in recent times:
Focus on directing, promptly reviewing, fully and accurately reporting damage to agricultural production; proactively and actively mobilizing maximum local resources (local budget, other legal resources) to immediately implement support policies for damaged subjects in accordance with the provisions of law. In case the local budget does not have enough support resources, the District People's Committee shall report to the competent authority for consideration and settlement.
Focus on directing and proactively promoting the organization of agricultural, forestry and fishery production under the direction of the Provincial People's Committee and the Department of Agriculture and Rural Development; guide and support people to promptly implement solutions to restore production, especially in cultivation, aquaculture and livestock, especially the supply of plant and animal varieties in areas affected and damaged by natural disasters to promote production and business, ensuring stable lives for people in the last months of 2024, especially the occasion of the Lunar New Year 2025.
Organize to monitor and supervise the supply and demand of essential agricultural products and prices of input materials for agricultural production in the area to proactively have solutions to ensure supply, control prices, and prevent speculation, illegal profiteering, and unreasonable price manipulation that affects people's lives.

Department of Agriculture and Rural DevelopmentPreside over and coordinate with departments, branches, sectors, and district People's Committees:
Focus on directing the synchronous implementation of measures to overcome the consequences and restore agricultural production in localities affected by storms, floods, and landslides in recent times; proactively review production plans, restructure crops and livestock, organize production in a flexible, effective, natural, and climate-friendly manner, proactively prevent and combat natural disasters, especially ensuring the supply chain of plant and livestock varieties to overcome the consequences of storms and floods; promptly coordinate with the Department of Finance, advise competent authorities to consider and arrange funding to support production of the 2024 Winter-Spring crop.
Review agricultural production plans and options, consider boosting production in localities not affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time, especially at the end of the year and the Lunar New Year 2025.
Review, synthesize, and promptly coordinate with relevant departments, branches, sectors, and units to resolve within their authority or report to competent authorities to resolve local recommendations on supporting materials, chemicals for environmental treatment, plant varieties, livestock, and aquatic breeds for people to restore production.

Department of Industry and TradePreside and coordinate with departments, branches, sectors, and district People's Committees:
Direct and organize close monitoring of the situation and developments in supply and prices of agricultural products, especially in localities affected by storms and floods; promptly implement measures to regulate and ensure supply, control prices, and prevent speculation, hoarding, price manipulation, consumption of counterfeit and poor-quality goods, and taking advantage of natural disasters and floods for profit.
Preside over and coordinate with relevant departments, sectors, agencies and organizations to research and propose necessary support policies to restore production and business activities of processing, logistics and warehouse facilities damaged by storms and floods to ensure uninterrupted food supply chains.
5.
Department of FinancePreside and coordinate with departments, branches, sectors, and district People's Committees:
Coordinate with the Department of Agriculture and Rural Development to review and synthesize the funding needs for implementing policies submitted by the District People's Committee, advise competent authorities to arrange funding sources to implement policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in accordance with regulations; examine the proposal of the Department of Agriculture and Rural Development, based on current regulations, advise competent authorities to consider and arrange funding to support production in the 2024 Winter-Spring crop.
Guide the implementation of financial support policies for localities and subjects affected by storms and floods, especially agricultural production, according to the provisions of law; continue to research and develop policies to exempt and reduce fees and charges for subjects affected by storms and floods according to the direction of competent authorities.
Closely monitor market price fluctuations in the province and domestically. In case the prices of goods and services on the price stabilization list fluctuate abnormally in the province, coordinate with relevant departments, branches and agencies according to their authority and legal regulations to proactively and promptly take necessary measures to control the prices of input materials and agricultural products, and prevent sudden price increases.
6.
Department of Planning and InvestmentPreside over and coordinate with relevant departments, branches, sectors and localities to advise the Provincial People's Committee on growth plans and scenarios (including the agricultural sector) and appropriate direction and management solutions to strive to achieve the set growth target.
7. State Bank of Vietnam, Nghe An province branch:

Continue to direct local credit institutions to actively implement support plans, restructure debt terms, maintain debt groups; consider exempting and reducing interest rates for affected customers; closely follow the direction of the Head Office to implement new credit programs with appropriate preferential interest rates, continue to provide new loans to customers to restore production and business after the storm in accordance with current legal regulations.
Direct the Commercial Bank Branches (participating in lending the Credit Program for the forestry and fishery sectors) in the area to closely follow the instructions of the Head Office to effectively disburse the credit loan package for the forestry and fishery sectors, especially for localities damaged by recent storms and floods.
8.
Department of Agriculture and Rural DevelopmentMonitor and urge relevant departments, branches, localities and units in implementation, promptly report to the Provincial People's Committee any problems and difficulties in the implementation process./.
