Accordingly, the Provincial People's Committee requested relevant departments, branches, units, People's Committees of districts, cities and towns to proactively develop a plan to combat smuggling, trade fraud and counterfeit goods in 2023 based on the actual situation.

Inspection and control must be focused, especially on border routes, warehouses, large cargo yards, centers with large volumes of goods, important national highways, airports, and train stations. Inspection and handling must comply with the law. Smuggling, trade fraud, and counterfeit goods must be strictly handled.

Strengthen coordination between relevant departments, branches, units, People's Committees of districts, cities and towns in providing information, disseminating laws, inspecting, controlling and handling violations of smuggling, counterfeit goods, poor quality goods, and intellectual property violations, avoiding omissions and overlaps.

The Provincial Customs Department shall preside over the inspection, supervision and control of goods and means of transport within the customs operation area. The Provincial Border Guard Command shall preside over and coordinate the inspection and supervision of people, vehicles and goods entering and exiting the country, importing and exporting, and crossing the two sides of the border.

The Anti-Drug Crime Task Force No. 2 - Coast Guard Command presides over and coordinates with relevant agencies to conduct patrols, inspections, control and combat smuggling, trade fraud and counterfeit goods in sea areas according to assigned functions and tasks.

The provincial police directed police forces at all levels to detect and arrest networks, gangs, criminals and violators of the law on smuggling, trade fraud, production and trading of counterfeit and smuggled goods.

The Provincial Market Management Department strengthens inspection, detection and timely handling of smuggling activities.counterfeit goods, banned goods, poor quality goods, fraud of origin; acts of infringement of intellectual property rights, violations in the fields of trade promotion, e-commerce, price listing... strengthen inspection and supervision of petroleum products under the direction of the Ministry of Industry and Trade and the General Department of Market Management.

The Department of Industry and Trade guides, inspects, and examines the implementation of legal provisions on business activities, circulation of goods, export, import, commercial activities, and commercial services in the market according to the authority prescribed by law.

Directors of departments, heads of relevant sectors and units, and chairmen of People's Committees of districts, cities and towns, according to their functions and duties, shall take full responsibility if there are hot spots of smuggling, trade fraud and counterfeit goods in their departments, sectors, units and localities.

The Standing Office of the Provincial Steering Committee 389 is responsible for monitoring and urging the implementation of this Plan; synthesizing reports to the Head of the Provincial Steering Committee 389 and the National Steering Committee 389 according to regulations.
