Nghe An deploys building drug-free communes and wards in the 2025 - 2030 period

The Standing Committee members of the Provincial Party Committee: Bui Thanh An - Permanent Vice Chairman of the Provincial People's Committee; Colonel Dinh Viet Dung - Director of the Provincial Police Department chaired the conference. In recent years, with the strong leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the synchronous participation of the entire political system, the work of drug prevention and control in the province has achieved many important results: the situation of drug crimes and social evils has decreased in both nature and complexity; dozens of drug crime rings and gangs have been arrested.

Drug addiction treatment and post-treatment management have had positive results; opium re-planting has been completely prevented; people's awareness and sense of responsibility for the fight against and prevention of drugs have been increasingly enhanced.

In particular, after more than 3 years of implementing and replicating the Provincial Police's Project on building "Drug-free border communes" and the Provincial People's Committee's Project on "Building Vinh city clean of drugs", as of June 30, 2025, the whole province had 281/412 commune-level areas (old) recognized as meeting the "drug-free" criteria, 6 district-level areas had 100% of commune-level areas "clean of drugs"; eradicated more than 150 drug lines, 100% of complex drug points and hotspots, arrested more than 120 subjects illegally retailing drugs; broke many special projects and especially large cases; significantly reduced the number of drug addicts and illegal drug users.

At the conference, representatives of departments, branches, sectors and localities exchanged and shared experiences, difficulties and obstacles; at the same time, proposed solutions to effectively implement the work of building drug-free communes and wards.

However, according to the assessment of the People's Committee of Nghe An province, the situation of crime and drug abuse in the province is still potentially complicated. According to the assessment of the Government and the Ministry of Public Security, Nghe An is still one of the key areas with complicated drug problems in the country.

Therefore, the People's Committee of Nghe An province has issued a Plan to build drug-free communes and wards in the province for the period 2025 - 2030 with the goal of building 20% ​​of commune-level areas free of drugs in 2025, ensuring that by the end of 2030, at least 50% of commune-level administrative units in the area will be "drug-free" and gradually push drugs out of social life.

Speaking at the conference, Comrade Bui Thanh An - Permanent Vice Chairman of the Provincial People's Committee acknowledged and commended the achievements and results of the sectors and levels, especially the efforts of the Public Security forces at all levels of Nghe An province in advising, directing and implementing all aspects of drug prevention and control in general, the implementation and replication of the Project to build "Drug-free border communes" and the Project "Building Vinh city clean of drugs" in particular in recent times.

Emphasizing that the implementation of building drug-free communes and wards is an urgent and key task of the province in the period of 2025 - 2030, contributing to the successful implementation of the larger goal of removing Nghe An from the key and complicated drug-related area in the shortest time, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An requested that departments, branches, sectors, socio-political organizations at the provincial level, Party committees and grassroots authorities need to be unified in terms of awareness: It is necessary to clearly identify the work of drug prevention and control in the whole province in general, and the implementation of the Plan to build drug-free communes and wards in particular as a key task, both urgent and regular, continuous, requiring focused attention and top priority to resolve and implement.

The implementation process must promote the proactive and active role of the leader, attach responsibility to each collective and individual of each unit and locality in organizing implementation, ensuring "clear people, clear work, clear responsibilities, clear time, clear results, clear authority", at the same time must be resolute, persistent, prioritize forces, means, measures, and resources for effective implementation. Strive and be determined to complete and exceed the targets assigned by the Central and Provincial Party Committees, achieving at least 20% of commune-level areas "free of drugs" in 2025 and by the end of 2030, at least 50% of commune-level areas "free of drugs".

For the Provincial Police, promoting the core role, proactively grasping the situation, promptly advising the Provincial Party Committee, People's Council, Provincial People's Committee, Party committees and authorities at all levels to lead and direct the drastic and effective implementation of the work of building drug-free communes, contributing to gradually achieving the strategic goal of removing Nghe An province from the list of key areas with complicated drug problems in the country in the coming time.

Instruct the Commune Police to advise the Party Committee and the authorities at the same level to direct the implementation of building drug-free communes and wards to ensure substance, effectiveness, and closeness to the practical situation of the area. At the same time, organize the construction and maintenance of effective models of drug prevention, control and combat at the grassroots level. Organize the synchronous implementation of measures, grasp the drug crime situation early, from afar, from the grassroots level, especially in border areas, border gates, at sea, on air routes and in cyberspace.

The Standing Vice Chairman of the Provincial People's Committee requested the Department of Health to: Urgently review and arrange to ensure staffing and facilities at commune-level health stations, at the same time, coordinate and support the commune-level police force to effectively identify addiction status, support drug addicts in their families and communities. Improve the quality and effectiveness of drug addiction treatment with alternative medicine.

The Department of Finance shall coordinate with the Provincial Police to advise competent authorities to balance and prioritize budget allocation to implement this Plan according to the set roadmap.

The Provincial Fatherland Front Committee needs to strengthen its direction and guidance for the Commune-level Fatherland Front Committees to effectively integrate the work of building drug-free communes and wards with the work of launching the movement of the entire people uniting to build new rural areas and civilized urban areas. Research and organize for members, union members and households to sign a commitment not to violate the law, register to receive help, reform and educate those who have made mistakes to reintegrate into the community, not to relapse into addiction or re-offend.

For the Department of Culture, Sports and Tourism, Nghe An Newspaper, Radio and Television and other news agencies and newspapers in the area, continue to promote propaganda and communication work, diversify forms and contents of propaganda on the fight against drug-related crimes in general, and on the results of the policy of building drug-free communes and wards in particular, creating widespread dissemination and consensus, and active participation of all people.

Comrade Bui Thanh An suggested that the Party Committees of communes and wards launch extensive political activities throughout the Party to thoroughly grasp the goals, roadmap, and tasks, mobilize synchronous and unified participation, and promote the combined strength of the entire political system in building drug-free communes and wards.
