Nghe An to pilot two-level local government model from June 20
On June 16, the Standing Committee of Nghe An Provincial Party Committee issued Plan No. 346-KH/TU on piloting the model of organizing the 2-level local government apparatus throughout the province.

According toplan, test activitieswill officially take place on June 20, with the central bridge located in Dong Loc commune (a new administrative unit established on the basis of merging 3 communes: Khanh Hop, Nghi Thach and Thinh Truong of Nghi Loc district). From this bridge, the program will be connected online to the remaining 129 communes and wards across the province.
The trial operation contents include: Rehearsing the Conference of the Party Executive Committee of the commune to deploy a number of contents such as: Building working regulations, work programs of the Party Executive Committee, the Party Standing Committee, and the Standing Committee of the Party Committee of the commune. Assigning tasks to the members of the Party Executive Committee of the commune, members of the Party Standing Committee of the commune. Preparation of documents for the Party Congress of the commune for the term 2025 - 2030 and other necessary contents when putting into operation the model of organizing the 2-level local government apparatus.
At the same time, conduct a trial operation process of the Commune-level Public Administration Service Center with the following contents: Operating the Document Management System software (receiving and transferring documents to and from the political system) and the Provincial Official Email System. Operating the reception and settlement of some basic administrative procedures of people and businesses in the area; and other contents necessary for the operation of the Commune-level Public Administration Service Center.
The Standing Committee of Nghe An Provincial Party Committee requested: On the basis of completing the trial operation in Dong Loc commune, the remaining communes and wards organize trial operation activities in their units before officially going into operation at the (new) commune level.
The purpose of organizing a pilot operation of the 2-level local government organization model is to improve the leadership and direction capacity of the Party Committee, the management and operation of the government, the advisory capacity of departments, offices, the Fatherland Front and socio-political organizations at the commune level in operating and organizing activities after the rearrangement and reorganization of administrative units, ensuring smooth, effective, efficient and uninterrupted work when the district-level activities end.
Timely deploy legal documents on the organization of the 2-level local government apparatus; decentralization, delegation of authority and assignment of authority. At the same time, equip knowledge and skills for cadres and civil servants, especially commune-level cadres and civil servants (new) after the arrangement on the basic issues of operation of the 2-level local government apparatus organization model and receiving authority, assigning functions, tasks, decentralization and assignment of authority from the province to the locality.
Operate, check connections, test the Internet transmission system; process documents via the Ioffice system for timely upgrade and completion.
Through trial operation to study and gain experience in leadership, direction and operation of Party committees and authorities; adjust and supplement the content and methods to perfect documents and plans for organization and implementation in accordance with requirements and tasks in the new situation.
Communes and wards draw experience in immediately implementing a number of immediate tasks when coming into operation: Building working regulations, assigning tasks to the executive committee and standing committee; establishing grassroots party organizations, establishing advisory and support agencies; planning to organize party congresses of communes and wards for the 2025 - 2030 term (building political reports, giving comments on draft documents of higher levels...).
The Standing Committee of Nghe An Provincial Party Committee requested: At the test site, connect the direct transmission line to all remaining communes and wards in the whole province. Focus on the leadership and direction of the Party Committee, the administration of the government; promote the responsibility of all levels, sectors and the entire political system, especially the leaders in the preparation and testing process.
Preparation work must be thorough, the plan must clearly specify the people, the work, the time, the progress, the presiding staff agency, the coordinating agency, and the decision-making level. The steps of the trial operation must have a specific and detailed scenario; establish a record to carry out the procedural steps according to regulations.
Organize the trial operation according to the correct content, program, and operating scenario, ensuring that the political system operates smoothly, effectively, and without interruption after rearranging and reorganizing administrative units according to the 2-level local government apparatus organization model.
After completing the trial operation, the agencies and units held a conference to summarize, evaluate the advantages, shortcomings, limitations, draw lessons, propose and recommend to the higher-level Party Committees. The remaining communes and wards learned from experience, proactively developed plans and contents for the trial operation.
On June 16, on behalf of the National Assembly Standing Committee, Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly signed and issuedResolution No. 1678/NQ-UBTVQH15 on the arrangement of commune-level administrative units in Nghe An province in 2025.
The Resolution was passed by the Standing Committee of the National Assembly on June 16, 2025 and comes into force from the date of passage.
Accordingly, after the arrangement, Nghe An province has 130 commune-level administrative units, including 119 communes and 11 wards; of which, there are 110 communes and 11 wards formed after the arrangement and 9 communes that are not arranged: Keng Du, My Ly, Bac Ly, Huoi Tu, Muong Long, Binh Chuan, Huu Khuong, Luong Minh, Chau Binh.
The National Assembly Standing Committee requests: Competent agencies to urgently carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the reorganization officially operate from July 1, 2025.
