Nghe An exceeds forest planting target by more than 1,000 hectares
(Baonghean) - With the efforts of all levels, sectors and people, in 2016, localities in the province exceeded the target of concentrated forest planting by more than 1,000 hectares. Many districts with large forest planting areas such as: Con Cuong, Quy Hop, Quy Chau, Tan Ky, Tuong Duong also exceeded the assigned target.
Mr. Nguyen Nhu Thao's family in Bai Xa village, Tam Quang commune (Tuong Duong) planted more than 20 hectares of raw material forest this year. This is one of the leading households, mainly mobilizing capital to plant forests in Tuong Duong district. Taking us to visit the newly planted forest area, Mr. Thao said: "My family boldly planted a large area of forest because the commune and district informed every household that Nghia Dan MDF Wood Processing Factory would purchase the products."
It is known that this year the district assigned to plant 125 hectares, but Tam Quang has planted more than 408 hectares, exceeding by more than 300%. Of which, 113 hectares were planted with 30a support capital, the rest were planted by people themselves. The reason for the sudden increase in planting raw material forests is that this year the district invited Nghia Dan MDF Wood Processing Factory to sign a commitment to purchase products for people, so people have actively planted forests. Through the discussion, Mr. Lo Kham Kha - Head of the Agriculture Department of Tuong Duong district added: This year, the district was assigned to plant 1,000 hectares, but the whole district has planted 1,470 hectares, exceeding 47%. The reason why this year the area of forest planting materials exceeded the target is the first year of implementing the 25th District Party Congress, in which the district has developed a forest planting project. The district also issued a number of support policies for people such as design support, fertilizer support, and seedlings for forest planters from the district budget for 1,000 hectares with a support budget of more than 2 billion VND. At the same time, to strengthen the confidence of people planting forests as well as for the sustainable development of Tuong Duong's forest planting profession, Tuong Duong district invited Thang Nam Forestry Joint Stock Company to discuss solutions to coordinate in developing raw material areas.
On that basis, a number of agreements have been agreed upon, the company will implement a number of investment policy mechanisms for raw material areas and sign contracts to link and consume products for the people. In parallel with afforestation, the district focuses on directing the good work of forest protection; integrating policies to better protect forests by assigning forest protection to the people, increasing income for people from the source of forest environmental service fees.

In Quy Chau district, the movement of planting raw material forests has also developed strongly. In 2016, Quy Chau district planned to plant 1,600 hectares of raw material forests, but the whole district has planted more than 1,800 hectares (exceeding the target by 200 hectares). From the beginning of April 2016, the district has implemented forest planting and finished in August 2016. In fact, in recent years, the district has paid great attention to the work of forest protection and planting, so the forest coverage has reached 78%. Many families, thanks to the State's forest planting policy, through forest planting projects, have planted dozens of hectares of acacia forests, bringing in quite high income each year.
Before entering the forest planting season, the District Department of Agriculture reviewed and inspected the people's production forest areas and assigned planning targets to each locality. At the same time, it directed seed production facilities in the district to proactively cultivate quality seedlings to serve the forest planting work. The above results, in addition to the efforts of the sectors, an important factor is that the people have raised their awareness of the economic efficiency of planting, protecting and caring for forests.

Through the inventory of forest types (2015), Quy Chau district still has 13,000 hectares of bare hills. On that basis, the district is developing a project to plant forests, protect forests according to Decree No. 75/2015/ND-CP "on mechanisms and policies for forest protection and development, associated with the policy of rapid and sustainable poverty reduction and support for ethnic minorities in the period 2015 - 2020". Having a large-scale plywood factory in the area is an important factor for the district to develop a suitable forest development strategy, aiming towards sustainability, becoming a key economic sector.
Mr. Dang Xuan Minh - Deputy Head of the Provincial Forest Protection Department added: In order to achieve high results in afforestation, the Provincial Forest Protection Department has advised the Department of Agriculture and Rural Development, issued documents guiding the crop structure for the regions, suitable to local climate conditions. The Department has assigned staff to closely follow the locality, grasp difficulties and advantages to solve them right at the grassroots; advised the People's Committees of districts and towns to direct localities to take advantage of favorable weather, speed up the afforestation progress in the best time frame. In 2016, the target of concentrated afforestation was assigned by the Provincial People's Committee to 16,030 hectares. At the end of the afforestation season, the whole province had planted more than 17,000 hectares (exceeding the target by more than 1,000 hectares). Of which, 3,800 hectares of forest were supported by the State with seedlings and fertilizers, the rest were planted by the people themselves.
To improve the quality of forestry seedlings, the Department of Agriculture and Rural Development issued Official Letter No. 1972/SNN.KL on "Strengthening the control and improvement of the quality of forestry seedlings". Controlling the quality of seedlings will help forest planting households promote economic efficiency, and at the same time help seed production households to grow and supply seedlings to a large area. Therefore, the official letter of the Department of Agriculture and Rural Development also requires the People's Committees of districts, towns and cities to direct the Department of Agriculture and Rural Development to strengthen inspection and supervision of organizations, individuals and households trading and producing forest seedlings with clear origin. |
