Nghe An handles 89 cases of violations of the law on sand and gravel exploitation
(Baonghean.vn) - Implementing Decision No. 1738/QD-UBND dated May 17, 2019 of the People's Committee of Nghe An province, after 3 months of inspection, the provincial interdisciplinary team discovered 89 cases and 111 violations by organizations and individuals regarding illegal sand and gravel exploitation and trading.
Administrative violations are mainly caused by enterprises issuing invoices at the wrong time as prescribed by law on invoices for selling goods and providing services; illegally exploiting sand and putting inland waterway ports into operation without an operating license from a competent authority; arbitrarily changing the structure, size and function of inland waterway ports compared to the license...

In parallel with the inspection and handling of administrative violations, through surprise patrols and undercover surveillance, the provincial interdisciplinary inspection team also discovered and caught 40 cases of illegal sand and gravel mining. Notably, from the beginning of September until now, the team has discovered and caught 15 cases of illegal sand and gravel mining, including 11 cases in Thanh Chuong, 3 cases in Hung Nguyen and 1 case in Nam Dan.
According to a member of the inspection team, the methods of the subjects are quite sophisticated, often taking advantage of the night or noon, when there are few people passing by, using homemade boats to conduct sand dredging in a bandit-like manner. If successful, they will bring it to a gathering place and sell it to the brokers. If they are detected by the functional forces, they will clean up the machinery and take the boat to a hiding place.

Based on the inspection, the delegation imposed and recommended administrative fines totaling over 500 million VND; carried out procedures to seize and confiscate nearly 20,000 m3 Sand and gravel of unknown origin were collected at the gathering points for auction, bringing in over 257 million VND to the budget; at the same time, the violating vehicles were temporarily detained.

Implementing the proposed Plan, in August, the delegation coordinated with the Provincial Auction Service Center to successfully auction 7 files of confiscated sand and gravel of unknown origin with a volume of 9,863 m3, collecting 257.3 million VND in public funds. In the near future, along with continuing other inspections, the delegation is focusing on clarifying 12 organizations that have activities of mining, gathering, and trading sand and gravel in Tan Ky area with violations of undeclared volume and taxes, and missing value of resource tax and environmental protection fees with a volume of over 29,300 m3sand and gravel worth nearly 970 million VND.
