Nghe An: Requesting departments, branches, agencies and units to strengthen discipline and administrative order
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Document No. 103/UBND-KSTT, requesting provincial departments and branches, Chairmen of People's Committees of districts, cities and towns to strengthen discipline and administrative discipline in agencies and units in the province in 2022.
According to the assessment of the Provincial People's Committee, in recent times, compliance withdiscipline, administrative disciplineIn administrative agencies and state-owned enterprises in Nghe An province, there has been a clear change in the awareness and actions of leaders, cadres, civil servants and public employees. Gradually building the behavioral style, working manner, ethics and responsibility in performing tasks and public services of cadres, civil servants and public employees to meet the requirements of building a service-oriented administration.

Besides the achieved results, the compliance with discipline and administrative discipline of agencies and units still has some shortcomings and limitations as follows:
- Some agencies, units and organizations do not have documents assigning specific tasks to each individual. The work of developing and organizing the implementation of monthly work programs and schedules to carry out assigned tasks of some agencies and units has not met requirements: The work programs and schedules have little content and key tasks to be implemented, and there is no schedule for regular citizen reception by the head of the agency or unit. The assessment of the results of the implementation of monthly work programs and plans is not specific, and has not clearly pointed out limitations, shortcomings and individual responsibilities; some commune-level People's Committees have not yet issued a notice of conclusions from the monthly regular meeting of the People's Committee;
- The One-Stop Section of many agencies and units has not yet announced and publicly posted all necessary information as prescribed such as: Working hours; hotline number on administrative reform; content, address, phone number for receiving feedback and recommendations on administrative regulations; administrative procedures under the authority to resolve to create favorable conditions for organizations and individuals to come to transact, look up and organize implementation. The implementation of office culture regulations in some places is not strict; there is still a situation where cadres, civil servants and public employees do not wear badges when performing tasks and official duties and do not comply with regulations on working hours;

- The management methods and techniques, work assignment of the leaders of agencies and units and the work consultation of cadres, civil servants and public employees on the software of the VNPT - IOffice Document Management and Operation System by many cadres, civil servants and public employees are still limited. The implementation of digital signatures of many agencies and units under the Department and most commune-level People's Committees is still low;
- The working regulations of some commune-level People's Committees for the 2021-2026 term issued still contain inappropriate provisions on: Work program of the People's Committee; method of assigning tasks to civil servants; organization of periodic citizen reception by the Chairman of the Commune People's Committee and management and issuance of electronic documents;
- The responsibility of the head of the agency or unit to inspect and monitor compliance with discipline and administrative order has not received due attention. Many units have conducted inspections, but the quality is still limited, few violations have been detected, and there are no general corrective and preventive measures;
To overcome the above shortcomings and limitations and continue to strengthen discipline and administrative discipline in agencies and units in the province in 2022, the Chairman of the Provincial People's Committee requested Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to well implement the following contents:
1. Continue to do a good job of disseminating, popularizing and organizing the implementation of Party and State regulations on discipline and administrative discipline. Focus on directing the effective implementation of Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels, the Project on Public Service Culture approved in Decision No. 1847/QD-TTg dated December 27, 2018 of the Prime Minister, Directive No. 23/CT-TTg dated September 2, 2021 of the Prime Minister on promoting the implementation of the overall program on state administrative reform for the period 2021-2030 and Directives of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee on strengthening discipline and administrative discipline.
2. Pay attention to leadership and direction in implementing administrative reform, public ethics and office culture. Enhance the pioneering and exemplary role of heads of agencies and units in performing tasks and public duties.

3. Improve the quality of development and promulgation of internal regulations, working procedures, programs and work plans of agencies, units and individuals to ensure full and timely implementation of assigned tasks; clearly define the authority and responsibility in implementing and coordinating the implementation of tasks of each organization and individual and periodically evaluate and classify the implementation results monthly and at the end of the year. Strengthen the application of information technology to better support the management, operation and implementation of tasks and public services; reduce meetings and time to handle work.
4. Improve the quality and effectiveness of inspections and examinations. Strengthen public service inspections and surprise inspections of compliance with discipline and administrative discipline. Focus on inspecting the responsibility of leaders in implementing regulations on discipline and administrative discipline in affiliated agencies and units; inspect issues of public concern such as: Professional ethics, office culture, rules of communication and conduct in the office, receiving and handling administrative procedures for organizations and individuals.
5. Timely overcome the shortcomings and limitations pointed out by the Inspection Teams on compliance with discipline and administrative discipline. At the same time, strengthen the inspection of the implementation of inspection conclusions at affiliated agencies, units, cadres, civil servants and public employees and strictly handle violations.
Require relevant agencies, units, organizations and individuals to seriously implement.
