Policy on preschool education facilities

Decree 105/2020/ND-CPclearly states: Prioritize investment of central and local funds from programs and projects to build public preschools in communes with especially difficult socio-economic conditions according to regulations of the Prime Minister, ensuring the requirement of 01 room/group, class by 2025 and meeting the requirements of solidifying schools and classrooms.

Public preschools in communes with particularly difficult socio-economic conditions, particularly difficult communes in coastal areas, islands, and communes in difficult areas as prescribed by the Prime Minister are supported by the state budget to organize meals for children. The cost of supporting meals for preschool children is calculated based on the number of children receiving meals at boarding schools, with a minimum of VND 2,400,000/01 month/45 children. The remaining amount of 20 children or more is calculated once more. Each preschool is entitled to no more than 05 times the above support level/01 month and no more than 9 months/01 school year.

Facilitypreschool educationIndependent in the area with industrial parks of the private type, which have been licensed by competent authorities to establish in accordance with regulations, with at least 30% of children being children of workers and laborers working in the industrial park, are supported with one-time provision of facilities, including: provision of utensils, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training and financial support for repairing facilities to directly serve the care, nurturing and education of children. The minimum support level is 20 million VND/independent preschool.

Policy for preschool children

The Decree stipulates that preschool-age children (excluding children of very small ethnic minorities as prescribed in Decree No. 57/2017/ND-CP dated May 9, 2017 of the Government) studying in preschool classes in preschool education establishments must ensure one of the following conditions:

1- Having a father or mother or a caregiver for children or children permanently residing in a particularly difficult village, a commune with particularly difficult socio-economic conditions, a particularly difficult commune in a coastal or island area according to regulations of the Prime Minister.

2- There is no source of nutrition as prescribed inClause 1, Article 5 of Decree No. 136/2013/ND-CPOctober 21, 2013 of the Government regulating social assistance policies for social protection beneficiaries.

3- Be a member of a family that is poor or near-poor according to regulations of the Prime Minister.

4- Children who are children of martyrs, children of People's Armed Forces Heroes, children of war invalids, children of people enjoying policies like war invalids, children of sick soldiers; children of some other policy subjects according to regulations in the Ordinance on preferential treatment for people with revolutionary contributions (if any).

5- Children with disabilities learn to integrate.

Children who are subject to the above regulations are supported with lunch money of 160,000 VND/child/month. The support period is calculated based on the actual number of school months, but not exceeding 9 months/school year.

According to the Decree, preschool teachers teaching at separate locations of public preschools in extremely disadvantaged villages, communes with especially difficult socio-economic conditions, extremely disadvantaged communes in coastal areas, islands, and communes in difficult areas as prescribed by the Prime Minister must ensure one of the following conditions:

1- Directly teach 02 sessions/day in groups of children, mixed kindergarten classes of two or more age groups.

2- Directly teach Vietnamese language enhancement in groups of children and kindergarten classes with ethnic minority children.

Preschool teachers who are eligible for the above mentioned allowances will receive an additional monthly support of 450,000 VND/month. The support period is calculated based on the actual number of teaching months, but not exceeding 9 months/school year.

The support money is paid together with the monthly salary payment and is not used to calculate social insurance, health insurance and unemployment insurance contributions.
