The Department of Education and Training has just issued an official Decision on the arrangement and regulation of functions, tasks and powers of 5 professional clusters under the Department of Education and Training, managing preschool, primary and secondary education.
The construction of clusters was carried out after implementing two-level local government and eliminating the intermediate unit, the Department of Education and Training.

Accordingly, each cluster will have 1 cluster leader (a civil servant).Department of Education and Training) and members (who are Department officials and a representative from a unit in the cluster).
The task of the clusters is to grasp information about educational facilities in the cluster; coordinate support at the commune level (through the Department of Culture and Social Affairs) to handle unusual incidents in the education sector.
In addition, the cluster will be responsible for advising on introducing and proposing relevant personnel under the authority of the Department Director; coordinating with specialized departments (chaired by specialized departments) to organize specialized thematic activities, cluster-level competitions and contests...;
The cluster will also coordinate with specialized departments under the Department to direct the core management staff and core teachers of preschool and general education institutions to promote professional activities in the cluster; Participate in working delegations and inspection delegations of the Department (or inter-sectoral) to communes and educational institutions in the commune.
According to this decision, the order of clusters includes:
Cum 1including communes of the old Ky Son and Tuong Duong districts. The office is located at the Ky Son Continuing Education Center.
Cluster 2, including communes of Con Cuong and former Anh Son districts. The office is located at Con Cuong Continuing Education Center.
Cluster 3, including communes in the districts of Quy Hop, Quy Chau, Que Phong, Thai Hoa and the old Nghia Dan. The office is located at the Quy Chau Continuing Education Center.
Cluster 4, including communes in the old districts of Do Luong, Thanh Chuong, and Tan Ky. The office is located at the Do Luong Center for Continuing Education and Vocational Training.
Cluster 5, including communes in the old districts of Yen Thanh, Quynh Luu, Hoang Mai, and Dien Chau. The office is located at the Center for Continuing Education and Vocational Training in Dien Chau.

That is, the Department will directly instruct school principals from kindergarten to high school and have written notices to communes and wards if there is any related content, without any intermediary steps. In addition, due to the large area of Nghe An province and complex terrain, the Department will be divided into 5 educational clusters, in which, Department staff will be concurrently in charge of direct responsibility.
The deployment of clusters is considered as an "extended arm" of the Department and will not create additional facilities or arrange additional staff...
In addition to implementing the education cluster, the Department also requires specialized departments to build a core force of principals, representing the regions (each region has 5-10 schools). The selected schools will lead the movements, be the locomotives for educational innovation policies and support the leadership of the remaining schools in the region.
