On the occasion of the 75th anniversaryOn the occasion of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2020), we are extremely proud of the great victories and great achievements of our entire Party, people and army. Accompanying the country and the province, Nghi Loc has always been one of the localities that has contributed a lot of human and material resources to the revolutionary cause. In the process of innovation, the Party Committee, government, armed forces and people of Nghi Loc have promoted glorious traditions, overcome difficulties and challenges to build the homeland and the country.

Today, I and my comrades in the provincial delegation are very happy to attend the 1st Nghi Loc District Party Congress.29th Congress, term 2020-2025. This is a very important political event.

On behalf of the Provincial Party Committee Standing Committee and the comrades in the working delegation, I warmly welcome 254 delegates, representing party members in the entire Party Committee, to attend the Congress. I would like to send to you and all delegates of the Congress my respectful greetings and wish the Congress great success.

Dear Congress!

During the past term, the Party Committee and people of Nghi Loc district have made efforts to achieve the targets set out in the Resolution of the 28th Party Congress. The economy has developed rapidly, with the growth rate holding the number 1 position in the province (reaching 12.53%); the economic structure has shifted in the right direction; the average income per capita has increased 1.63 times compared to the beginning of the term; the average annual budget revenue increase has reached 18.3%/year.

The agricultural sector has actively consolidated land, exchanged plots, transformed the structure of seasonal crops, applied scientific, technical and technological advances, introduced high-value crop varieties and mechanized production to increase productivity and income per unit area; successfully built a high-tech agricultural production model, linked to the value chain. The seafood processing industry in coastal communes has developed. The investment promotion effect is clear.

It is expected that by the end of 2020, 28/28 communes will meet the new rural standards. The site clearance work has made great efforts to serve the implementation of key projects and works, and the number of businesses has grown. The traffic and irrigation infrastructure has been gradually consolidated, contributing to effective production and flood and storm prevention and control, and natural disasters.

In the cultural and social fields, the rural appearance, material and spiritual life of the people are constantly improving. The rate of national standard schools reaches 88%, vocational training has many positive changes. The quality of medical examination, treatment and health care for the people has made remarkable new developments, 29/29 communes and towns meet the national criteria on health. Attention is paid to child care, gender equality, and the advancement of women. Social security policies are being implemented better and better, the poverty rate has decreased to 1.0%.

The combination of economic development with national defense and security is increasingly tight. Social order and safety are ensured. Party building has had positive changes. The effectiveness and efficiency of state management have been improved. Activities of the Fatherland Front and mass organizations have become more and more practical. In the process of implementing political tasks, many advanced collectives, individual cadres and party members have emerged, setting bright examples.

The achievements of Nghi Loc district in the past 5 years have contributed significantly to the overall development of the province. On behalf of the Provincial Party Committee Standing Committee, I warmly commend and congratulate the great results that the Party Committee and people of Nghi Loc district have achieved in the past term.

Dear Congress!

In addition to the achieved results, the Congress needs to objectively recognize the shortcomings and limitations that still exist in the past term, thereby drawing lessons and proposing practical tasks and solutions to create rapid and sustainable development for the district in the new term.

On socio-economics:3/28 targets were not met. Economic development has not been commensurate with the potential and advantages of the locality. The quality of key education has not changed much. Solving environmental problems and waste treatment is still difficult and problematic.

Regarding Party building and political system building: The implementation of the Central Resolution 4 (term XI, XII) is still limited; the leadership capacity and fighting strength of some Party organizations are not high. The effectiveness and efficiency of state management in some areas are inadequate. The activities of the Fatherland Front and mass organizations at some grassroots levels are still seasonal and irregular.

Security and order in some areas are still potentially complicated.

Dear Congress!

Nghi Loc is located in the growth pole of the province; the district has been organizing and implementing many important economic development projects and programs. The tasks set for the Party Committee and people of Nghi Loc in the 2020 - 2025 term are very heavy and enormous.

The goals, tasks, solutions and development breakthroughs for the 2020-2025 term stated in the Political Report presented to the Congress have absorbed the direction of the Provincial Party Committee Standing Committee and were further clarified by the delegates. At this Congress forum, I would like to emphasize the following issues for the Congress to consider:

The first:Nghi Loc needs to complete its planning. Nghi Loc's planning must take into account close connections, interconnection, and articulation with Vinh city, Cua Lo town, and the Southern Nghe An - Northern Ha Tinh region, to promote its advantages to achieve the goal of becoming a district with rapid and comprehensive development.

Pay attention to directing agricultural development in the direction of applying high technology, green technology, efficiency and sustainability; forming supply chains, consuming products to serve markets inside and outside the province, especially Cua Lo tourist town, Vinh city and industrial parks, economic zones. Take care of building advanced, exemplary new rural areas; constantly improve people's lives.

Focus on developing marine economy and related services and tourism. Promote the synchronous construction of infrastructure to meet the requirements of rapid socio-economic development, attract investment into economic zones in the coming time. Accelerate the urbanization rate, develop towns and commune centers, promote the development of trade and services.

Encourage the development of traditional craft villages in conjunction with the implementation of the One Commune One Product (OCOP) Program. Strengthen planning management; manage and effectively use land and resources; do a good job of site clearance; protect the environment, respond to climate change, prevent and mitigate natural disasters.

Monday:Take care of training and fostering human resources, especially high-quality human resources to meet the human resource requirements of projects and factories deployed in the area, the Southeast Economic Zone, industrial parks and the requirements of the high-quality labor market inside and outside the province.

Continue to do a good job of taking care of people's health, proactively prevent and control diseases, prevent and control the Covid-19 pandemic; promote the movement of the whole people uniting to build a cultural life; build people in the new period; well implement social security policies, eliminate hunger and reduce poverty.

Tuesday:As this is an area prone to complex security and order issues, it is necessary to proactively assess, forecast, and grasp the situation, ensure national defense and security, build a solid defense zone; maintain political security and social order and safety, and pay attention to security in special areas. Promote and effectively implement grassroots democracy.

Focus on resolving complicated, long-standing, and pressing issues. Pay attention to religious affairs, build good relations between Catholics and non-Catholics to promote the great resources of Catholics and non-Catholics to join hands and hearts to develop the economy and society, and ensure security and order in the area.

Wednesday:The key and decisive task is Party building and political system building, so it is necessary to note:

- Strengthening the Party's political building, attaching importance to the Party's ideological building and focusing on the Party's moral building, improving the Party's leadership capacity and fighting strength. Carrying out the work of providing information well, orienting information in a timely manner, creating high unity within the Party and consensus among the people. Paying attention to building the grassroots political system; paying attention to the work of training and developing quality Party members. Innovating and improving the effectiveness of mass mobilization work, strengthening the close relationship between the Party and the people.

Continue to effectively organize the implementation of the groups of solutions of the Central Resolution 4 (term XII) in conjunction with the implementation of Directive No. 05-CT/TW of the Politburo; Regulation No. 08-QDi/TW on the responsibility of setting an example; In particular, Party members who are leaders need to constantly take care of training their qualities and abilities, be exemplary, respect and promote the people's right to mastery, truly "Respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people".

- Continue to improve the management and operation capacity of authorities at all levels, promote administrative reform, associated with good planning, training, fostering, building a team of cadres and party members who are dedicated to the district, concerned with assigned organizational tasks, proficient in work, maintain public ethics, ensure quality and efficiency of work, and well implement the Party's guidelines and policies and the State's laws in the area.

Promote the role of supervision, criticism and participation in Party building, government building, building solidarity and consensus, and patriotic emulation movements of the Fatherland Front and socio-political organizations.

Dear Congress!

One of the important tasks of the Congress is to elect the new term District Party Executive Committee with courage, qualities and capacity. We request the Congress delegates - comrades who are representatives of the Party Committee, and who are trusted by Party members - to uphold the spirit of responsibility, promote democracy, impartiality and objectivity, and be clear-sighted in electing comrades who meet the conditions, standards and prestige to the 29th term Nghi Loc District Party Executive Committee. At the same time, select worthy comrades to elect to the Delegation to attend the 19th Provincial Party Congress.

The decisive issue is to turn the Resolution of the Congress into practical action, quickly put the Resolution into life, create comprehensive changes in all aspects, and bring the district to rapid and sustainable development.

After 550 years of establishment and 125 years of being called Nghi Loc, Nghi Loc today has had many innovations and has been constantly developing, which is the result of many generations of hard work.
