Many practical administrative reform models

Implementing the overall program of State administrative reform, period 2011 - 2020, Nghi Loc district has synchronously deployed and created positive changes in all 6 areas: institutional reform; administrative procedures; building and improving the quality of cadres, civil servants and public employees; public finance reform; modernization of the administration.

Accordingly, the system of legal documents under the authority of the District People's Committee has been built and gradually improved, associated with active recommendations and proposals to competent authorities to adjust, supplement or abolish unreasonable document contents. Thereby contributing to strengthening State management in many fields, including administrative procedure reform (TTHC) to be streamlined, effective, efficient, avoiding conflicts and overlaps...

Up to now, Nghi Loc district has built and updated 368 electronic administrative procedures on the online public service software of the Provincial People's Committee.

Administrative procedure reform has gradually become practical, creating breakthroughs and creating favorable conditions for people and businesses. Notably, the land sector has 10 procedures with shortened processing time; secured transaction activities have 6 procedures; finance - planning - basic construction has 6 procedures.

Nghi Loc District is also a typical locality of Nghe An in effectively building the model of “one-stop” transaction centers at district and commune levels. Currently, at the “one-stop” transaction centers at district and commune levels, all fields of land, construction, business, etc. are fully reviewed and listed; a system of tables and charts is built to fully update information, especially the fee and charge levels of the fee and charge areas.

The district and commune “one-stop” transaction centers all keep a logbook for receiving and returning administrative procedure results, and make appointment slips for administrative procedures that take a long time to process; and immediately process procedures within the day.

Identifying people as the focus of service in administrative reform and administrative procedures, from 2018 to present, Nghi Loc district has implemented a number of administrative reform models for the people, improving people's satisfaction with the government at all levels. The district has implemented land-related administrative procedures according to public services through public postal services to reduce travel for people, while reducing negativity and harassment among cadres and civil servants performing their duties.

It also provides administrative procedures for marriage registration with congratulatory letters; administrative procedures for death registration with condolence letters to the people; birth registration procedures are returned at home when civil servants cannot process them for people to pick up immediately. The district also implements the model of "No Writing Day": Every Tuesday, commune-level civil servants will directly guide and declare administrative procedures for people...

Raising awareness, responsibility and skills for staff and civil servants

Speaking at the conference, Deputy Director of the Department of Home Affairs Tran Quoc Chung acknowledged the strong leadership and direction in administrative reform of Nghi Loc district with many good, creative and effective models, contributing to serving people and businesses better and better.

Pointing out some shortcomings and limitations in administrative reform work, especially the attitude, awareness and responsibility towards the work of some cadres and civil servants, the Deputy Director of the Department of Home Affairs requested Nghi Loc district to develop an administrative reform program for the period 2021 - 2030. Accordingly, it is necessary to focus on implementing all 6 tasks, in which, clearly identifying the key stages and breakthrough areas to ensure substantive administrative reform.

Focus on reforming the organizational apparatus, raising awareness, responsibility, and work-solving skills of officials and civil servants, and improving the satisfaction of people and businesses. Focus on reforming administrative procedures, in which, identifying areas that are posing many difficulties and obstacles such as land, basic construction investment, promoting the application of IT, etc.

On this occasion, Nghi Loc District People's Committee awarded 5 collectives and 14 individuals with outstanding achievements in administrative reform in the period 2011 - 2020.
