Resolution of the Politburo on the arrangement of administrative units at district and commune levels
The Politburo has just issued Resolution No. 37-NQ/TW (dated December 24, 2018) on the arrangement of administrative units at district and commune levels.

The Resolution aims to rationally organize administrative units at all levels in accordance with the reality and development trends of the country; ensure the completion of institutions on administrative units, the apparatus of the political system is streamlined, operating effectively and efficiently; contribute to promoting all resources to promote socio-economic development, improve people's lives; ensure national defense and security; maintain political security and social order and safety.
According to the Resolution, from now until 2021, the arrangement of district and commune-level administrative units that have not met 50% of the two criteria will be basically completed: natural area and population size. In addition to units that have not met the two above criteria, the arrangement of other district and commune-level administrative units will be encouraged according to local requirements, when ensuring favorable factors and the majority of people's consensus. From 2022 to 2030, on the basis of summarizing the implementation of the 2019-2021 period, the implementation roadmap will be determined so that by 2030, the arrangement of district and commune-level administrative units will be basically completed in accordance with the Master Plan of administrative units.

To achieve the set goals, the tasks and solutions are: Review, supplement, complete or issue new legal documents and legal regulations related to the arrangement of administrative units, ensuring consistency and simplification of administrative procedures, meeting practical requirements and aspirations of most people. Initially apply to units implementing in the period of 2019-2021; after summarizing, continue to complete to serve the next period. Review, supplement, complete or issue new legal documents on the arrangement of organizational apparatus; arrange staff, civil servants, public employees and regimes and policies for those affected when implementing the arrangement. Temporarily suspend the appointment of leaders and managers for localities in the implementation plan of this project.
Develop and approve the Master Plan for the national and local administrative units in accordance with the Socio-Economic Development Strategy. Focus on doing a good job of propaganda and mobilization to create unity of awareness and action among Party committees, Party organizations, and authorities, among cadres, civil servants, public employees, workers, and people on the implementation of the arrangement of administrative units at the district and commune levels. Party committees and authorities at all levels, especially the leaders, promote responsibility, strengthen leadership and direction in organizing and implementing. Implementation results are one of the criteria for assessing the level of task completion of the Party committees, authorities, and leaders.
Develop a framework for the list of job positions for localities to develop job positions; from there, there will be a roadmap for streamlining the payroll, restructuring the staff, civil servants, public employees, and workers according to the resolutions and conclusions of the Party, regulations of the State, and in accordance with reality. Relevant departments, ministries, and branches guide local authorities at all levels to implement and create favorable conditions for people to carry out procedures to convert documents related to personal identity or related to production and business activities when converting due to changes in administrative boundaries. Localities are allocated funding to support the development of projects and the implementation of the arrangement of administrative units at district and commune levels.
