Delegate Luu Binh Nhuong cited figures and said there were "terrible violations", but delegate Nguyen Huu Cau asked for clarification because "the police are very distracted".

On the morning of October 31, National Assembly member Luu Binh Nhuong used his right to debate to discuss with the Minister of Public Security. He emphasized his support for the recent revolution in the public security sector, but through his report, Mr. Nhuong assessed that "the violations of the investigation agency were terrible."

The Deputy Head of the People's Petition Committee cited a series of figures such as the rate of not accepting denunciations at 94%, late sending of decisions to the Procuracy at 86%, overdue denunciations at 99.76%, violations in service at 100%...

“I see this as a very serious issue. I request that the Minister of Public Security must have a very strict attitude towards his colleagues in the investigation agency in this field,” delegate Luu Binh Nhuong suggested.

This morning (November 1), Colonel Nguyen Huu Cau - Director of Nghe An Provincial Police also fiercely debated with delegate Luu Binh Nhuong on this issue and shared that since yesterday until now, he has continuously received phone calls and text messages from voters in the police force after Mr. Nhuong's statement.

“I have read it very carefully and watched it on TV again. Delegate Nhuong's comments have distracted us. The delegate said that the violations were terrible, 94% were not accepted for reporting crimes, 86% were late in sending decisions to the Procuracy, 99.7% were overdue in handling reports, and 100% were violated in serving them. I have checked again and confirmed that all these figures are incorrect and inaccurate. I request Delegate Nhuong to speak up and clarify, otherwise the police force will be very distracted,” Colonel Nguyen Huu Cau suggested.

The National Assembly delegate from Nghe An said that after re-reading the reports of the Procuracy, the number of reports of crime denunciations and recommendations for prosecution that were not accepted according to the law was 87/120,000, the number of reports that were resolved past the deadline was more than 3,300/120,100, 100% of the decisions were not sent to the Procuracy, so how will the Procuracy supervise the activities of the investigation agency?

“This is information that has caused a stir in the police force. I request that delegate Luu Binh Nhuong clarify this issue so that voters across the country, especially voters in the police force, can understand it,” Mr. Nguyen Huu Cau once again emphasized.

Immediately, delegate Luu Binh Nhuong raised his debate sign and said: “If the delegate has in hand the appendix report No. 158, stamped Confidential, I do not want to publish the figures. Here, I rely on the reports, I calculate each percentage here in detail, compare the total number of law violations in the judicial work of judicial agencies, compare between the prosecution, court, police, enforcement, and appraisal agencies”.

“If the delegates want to know the figures, please see the appendix. If not, I have calculated them fully and will send them back to the delegates. Before the people and voters, I speak without any prejudice. This is based on official reports and there has never been any “unofficial” figures,” the Deputy Head of the People’s Aspirations Committee affirmed.

Continuing the debate with delegate Luu Binh Nhuong after the break, delegate Nguyen Huu Cau said he met delegate Luu Binh Nhuong to ask for the data again and at the same time went to the National Assembly's Electronic Information Portal to take a photo of the speech.

According to Mr. Cau, the figures that delegate Luu Binh Nhuong gave were his own calculations and comments. Of the 12,0142 petitions that the prosecution agency had accepted, 87 had not yet accepted them. Of these 87 petitions, 82 had not been accepted by the police. Delegate Luu Binh Nhuong divided 82 by 87 to get 94%. Regarding overdue settlement, there were 3,368, of which the police had 3,360, so the delegate calculated 99.7%.

According to delegate Nguyen Huu Cau, the entire data is not an official announcement of the Procuracy. Delegate Luu Binh Nhuong made a mistake in the total number, that is, we have to take this 87 and divide it by 120,142 to get the percentage of how wrong they are in handling the case.

“Delegate Luu Binh Nhuong compared the four agencies, and the police made the most violations, but in his speech he did not mention this, but said it was terrible and very serious and asked the Minister to handle it. People misunderstood. I find it very regrettable!” – Delegate Nguyen Huu Cau expressed his opinion and added, “I said that so that National Assembly delegates can understand more and voters must understand this issue, otherwise the police will make too many violations, that’s not true!”./.
