-Reporter:After the third consultative conference, the candidates will participate in election campaigns. What is the format and process, sir?
Comrade Tran Thanh Man:According to the Law on Election of National Assembly Deputies and People's Council Deputies, there are two forms of election campaigning that candidates can conduct: through voter contact conferences organized by the Vietnam Fatherland Front and campaigning through mass media.
In particular, at the voters' conference organized by the Vietnam Fatherland Front Committee, after the representative of the Standing Committee of the Vietnam Fatherland Front Committee at the conference level introduces and reads the brief biography of the candidate, each candidate will present his/her action program if elected as a National Assembly or People's Council delegate.
Then voters expressed their opinions and wishes to the candidates. Candidates and voters discussed democratically, frankly and openly issues of mutual concern at the conference.
For the form of campaigning through mass media, candidates present their expected action programs if elected as National Assembly or People's Council deputies when answering interviews on local mass media where they are running for election and on the National Assembly election information websites of the National Election Council, and the election information websites of local election committees (if any). Provincial People's Committees are responsible for organizing the posting and information on the action programs of candidates for National Assembly and People's Council deputies on local mass media.
- Sir, ensuring equality among candidates during the election campaign is not a simple matter?
Ensuring equality among candidates during the election campaign is not a simple task, if not very difficult, but it is impossible not to make maximum efforts to implement it. Because this is a very important factor to ensure the quality and effectiveness of the election. The election campaign must ensure equality and fairness among candidates. There is no such thing as who is better than who in the election campaign. To ensure fairness among candidates during the election campaign, Article 68 of the Law on Election of National Assembly Deputies and People's Council Deputies has stipulated the prohibition of acts in election campaigns, which are abusing positions and powers to use mass media in election campaigns; using or promising to give, donate, support money, property or material benefits to attract and bribe voters. The Vietnam Fatherland Front also has guidelines so that all candidates are equal.
Specifically, for the form of campaigning through voter contact conferences, each candidate is given the same amount of time to present their action programs, and the same is true for the form of campaigning through the mass media. Candidates have the same amount of time to answer interviews or present their action programs, without distinction. Or if posting speeches or images of candidates, they must be arranged in alphabetical order A, B, C, etc.
At the same time, the law also stipulates that candidates are not allowed to promise anything that is beyond their authority, responsibility or that they cannot do... According to the law, election organizations and their members are not allowed to campaign for candidates. At the same time, the media and propaganda are not allowed to campaign for any individual to run for election, but only use the mass media for those who are introduced by the organization to run for election and those who are self-nominated to answer interviews or present their action programs to voters. In the coming time, the Vietnam Fatherland Front and organizations at all levels will closely monitor this. We really hope that the people will participate in monitoring because having many channels of information to monitor will ensure good objectivity in the election.
Thank you!
Vice President of the National Assembly, Vice President of the National Election Council TONG THI PHONG: Regarding the direction of contacting voters for candidates to campaign for election, this is an important content under the responsibility of the Vietnam Fatherland Front.
