Research on promulgating policies for teachers teaching multi-grade classes in preschools

(Baonghean.vn) - Voters in Nghe An province requested the Ministry of Education and Training to soon provide guidance on implementing Circular 48/2011/TT-BGD&DT regulating working regimes for preschool teachers; consider policies for teachers teaching multi-grade classes; and provide guidance on arranging cooking staff, medical staff, security staff... in preschools with semi-boarding meals.

Regarding this issue, the Ministry of Education and Training responded as follows:

Article 34 of Decision No. 05/VBHN-BGDDT dated February 13, 2014 of the Minister of Education and Training on promulgating the current preschool regulations stipulates: “Teachers in preschool education establishments are those responsible for nurturing, caring for, and educating children in schools, nurseries, childcare groups, and independent preschool classes.

Staff are those who are responsible for the care and nurturing of children in preschools. Thus, the care and nurturing of children in preschools is the responsibility of preschool teachers.

To meet the above tasks, on October 25, 2011, the Ministry of Education and Training issued Circular No. 48/2011/TT-BGDDT regulating the working regime for preschool teachers, which specifically stipulates working time, annual leave time, regulations on teaching hours, teaching hour reduction regime and conversion of some other professional activities into teaching hours.

The principal of the kindergarten is responsible for organizing the implementation of the working regime, the regimes and policies related to the working regime and creating conditions for teachers to implement the working regime according to the above regulations. The Department of Education and Training and the Department of Education and Training are responsible for directing, inspecting and supervising the implementation of the working regime of kindergarten teachers as prescribed in Circular No. 48/2011/TT-BGDDT.

On March 16, 2015, the Ministry of Education and Training and the Ministry of Home Affairs issued Joint Circular No. 06/2015/TTLT-BGDĐT-BNV regulating the list of job position frameworks and the number of employees working in public preschools, replacing Joint Circular No. 71/2007/TTLT-BGDĐT-BNV dated November 28, 2007 of the Ministry of Education and Training and the Ministry of Home Affairs guiding the number of career staff in public preschools.

Clause 1, Article 6 of Joint Circular No. 06/2015/TTLT-BGDĐT-BNV stated above: Nursery schools, kindergartens, and preschools with boarding facilities must sign a labor contract for every 35 nursery children or 50 preschool children to be assigned to a cooking position. The labor contract to perform cooking tasks in preschools as stipulated in Joint Circular 06 ensures both cooking for children in preschools and the initiative of the locality in the spirit of the Government's direction on streamlining the payroll.

Regarding policies for teachers teaching mixed classes at preschool level: In response to voters' recommendations, the Ministry of Education and Training will coordinate with relevant ministries and branches to research, develop and promulgate policies for teachers teaching mixed classes at preschool level in the coming time.
