Previously, on the afternoon of August 28, Mr. Nguyen Huu Sang (47 years old, residing in District 10) and his relatives sold ginseng water in alley 162, Cao Thang Street, District 10, Ho Chi Minh City. Pham Phong Trung (alias Trung Anh, 37 years old, residing in District 3) drove his wife to buy water on a motorbike. While talking, the two sides argued back and forth. After that, Mr. Sang took his motorbike and left. Trung also left the ginseng water shop and went home to tell his younger brother Pham Phong Quang (alias Trung Em, 35 years old); Vu Thanh Long (35 years old); Le Tuan Anh (18 years old), both residing in District 3 and another young man (whose background is being verified).
Hearing the incident, the group of young men took weapons and went to find Mr. Sang to talk. While walking on Cao Thang Street, reaching house number 82 in District 3, they saw Mr. Sang walking ahead, so the group immediately chased after him.
Being chased by a group of young men, Mr. Sang pulled out a knife and slashed Trung's group, then threw his motorbike away and ran away. The group of young men caught up with Mr. Sang and slashed his arm, severing it. After committing the crime, the group fled. Mr. Sang was then taken to the emergency room, and fortunately the hospital successfully reattached his severed arm.
After extracting images from security cameras and taking witness statements, District 3 Police quickly investigated and summoned related subjects to investigate and handle according to regulations./.
