What kind of fireworks are people allowed to shoot on New Year's Eve?
Paper fireworks used in festivals, plastic decorative fireworks, electric fireworks... are allowed.
According to Article 5, Decree No. 36/2009, the types of fireworks and fireworks products allowed for use in Vietnam include:
- Fireworks produced and imported by the Ministry of National Defense for fireworks displays have been permitted by the Prime Minister;
- Fireworks brought into Vietnam by foreign organizations and individuals permitted by the Prime Minister and licensed by the Ministry of Public Security to participate in fireworks competitions;
- Signal flares used in activities of warning of tropical depressions, storms, floods, rescue, transportation and military activities;
- Products such as paper festival fireworks (except fireworks containing metal), electric fireworks, decorative fireworks made of paper, plastic, bamboo, metal, and glowing incense sticks;
- Products that emit light, color, and sound signals used in cultural and artistic activities do not cause explosions.
However, Article 4 of Decree No. 36/2009 stipulates prohibited acts including: illegal production, purchase, sale, import, export, transportation, storage and use of firecrackers and explosives; illegal production, purchase, sale, import, export, transportation, storage and use of fireworks and explosives; purchase, sale, storage and use of explosives taken from bombs, mines, bullets, grenades, military explosives (used in national defense and security), industrial explosives to illegally produce firecrackers and explosives; use of guns and use of explosives not in accordance with regulations to cause explosions instead of firecrackers.
Thus, organizations and individuals are not allowed to use firecrackers and explosives; only organizations and localities are allowed to organize fireworks displays in the cases specified in this Decree.
People who set off fireworks on New Year's Eve will be fined from VND5,000,000 to VND10,000,000 for illegally buying and selling fireworks according to Decree No. 167/2013. Using fireworks without permission will be fined from VND1,000,000 to VND2,000,000.
