People understand the new law to monitor the activities of government agencies, they will know what is right and wrong in the activities of state agencies.

The theme of Vietnam Law Day (November 9) this year emphasizes educating people about respecting, complying with and strictly abiding by the law. This is an important solution that needs to be implemented immediately, because in reality, law violations are becoming more and more common, diverse and complicated in many areas.

The recent fire at a karaoke bar on Tran Thai Tong Street (Cau Giay District, Hanoi) that killed 13 people shocked the public. The results of the inspection of karaoke establishments by the authorities afterwards showed that most of them violated the provisions of the law on fire prevention and fighting safety, such as designing advertising signs that exceeded the size; not having emergency exits according to regulations; the fire alarm system not working...

This is just one of the facts showing that the situation of disregard for the law, blatant violation of the law or lack of understanding of the law is quite common, especially in the fields of traffic safety, fire prevention, environment, food safety; land construction, mineral resources.

Mr. Do Xuan Lan, Director of the Department of Legal Education and Dissemination (Ministry of Justice) said that some areas are still complicated and have become hot spots such as crime, law violations and social evils. Awareness of compliance and law enforcement in some areas has not changed positively and is still a difficult problem, requiring attention to implementing solutions in the coming time. For example, environmental pollution, food hygiene and safety, fire prevention and fighting, social order and safety, traffic safety, school violence, domestic violence.

The limitations of people's legal awareness come from many causes, due to the limited legal understanding of a part of the people, especially in rural, mountainous, and remote areas. People's violations of the law may be due to not being aware of their actions or may be aware but still intentionally violate for personal purposes.

According to Associate Professor Dr. Le Minh Thong, Vice Chairman of the Law Committee of the 13th National Assembly, we are building a socialist rule-of-law state, and the most important point in building a rule-of-law state is to comply with the Constitution and the law. Therefore, along with building a complete and synchronous legal system, it is necessary to create conditions and build mechanisms to ensure that all legal provisions are respected and implemented by individuals and organizations.

Associate Professor, Dr. Le Minh Thong said that to raise people's awareness of law compliance, it is necessary to first strengthen legal education.

"In bringing the law back to life, the work of disseminating and propagating the law plays a very important role. Because to enforce the law, people must understand the law, must know the law. And to understand the law, it depends on how we propagate the law, how we mobilize the people, so that the people see that the law serves the interests of the people, they will voluntarily follow it" - Mr. Thong analyzed.

In addition, legal education and propaganda work needs to be organized systematically, speaking in a way that helps people understand the law in a simple, specific, and most relevant way. Once people see the need for it, they will be proactive.

The new Government has established an action orientation of an honest, creative, developing and people-serving Government. To do that, the creative spirit must be deeply ingrained in every citizen. That means every citizen must have an understanding of the law, must know whether the Government, ministries, branches and functional agencies are acting in accordance with the law, to what extent they are responsible and have obligations.

"In other words, people who know the law will have more opportunities to monitor the activities of government agencies, and they will recognize what is wrong in the activities of state agencies," said Mr. Thong.

Dr. Nguyen Sy Dung, former Deputy Head of the National Assembly Office, said that in the model of a constructive state, there is no replacement; the state promotes but businesses and people do the work, so the role of businesses and people is very important.

Here, if the government creates development orientation and promotion, and wants to make business easier, people's awareness of law compliance must be good, business must be in accordance with the law, only then will risks in civil relations and economic activities be minimized, then transaction costs will also be reduced.

Improving legal knowledge, strengthening legal education, and strictly handling violations of the law are solutions to contribute to raising people's awareness and sense of law compliance. Thereby, making the spirit of the rule of law truly permeate the consciousness and activities of every citizen, every organization, and the whole society.

"At that time, living and working according to the law will become a habit of behavior for everyone at all times and places. Only then can we contribute to building a socialist rule-of-law state, contributing to building an honest, creative, developing and serving-the-people government," Mr. Nguyen Sy Dung emphasized.
