Information sent to Nghe An Newspaper by readers stated that since the Yen Xuan Road Bridge Construction Project started, every day there have been hundreds of overloaded and oversized vehicles with extended cargo beds, carrying soil and rocks from Thien Nhan Mountain passing through the communes of Kim - Phuc - Cuong, causing the road to be destroyed.

On sunny days, the road is full of dust and potholes, affecting people's travel. On rainy days, the road is muddy, in some places half the wheel is submerged. This situation makes people very upset and worried, whether after the bridge is completed, the road will be damaged and the contractor will restore the road to its original state or not? In response to the people's concerns and worries, Nghe An Newspaper reporters went to verify and find out the matter.

The route that people reported has been destroyed by heavy trucks, affecting travel and daily activities.

The road connecting Nam Cuong and Nam Phuc communes has been paved and is wide. Starting in Nam Phuc commune, the road has just been paved with a layer of rock and soil and leveled to create a flat surface for people and vehicles to pass through. However, due to light rain, there is mud in some places, making it difficult for vehicles to travel. On both sides of the corridor, layers of rock and mud are still lying around.

Mr. Tran Khac Trinh in Hamlet 5, Nam Phuc Commune said: Since trucks have been running on this route, it has caused many difficulties and hardships for people, especially families living on both sides of the road. The information that Nghe An Newspaper received is completely true. When people complained to the local authorities, the contractor transported rocks and soil, and brought in machinery to level the ground so that people could travel conveniently during the Lunar New Year.

When speaking to reporters, Mr. Luong Huu Thuc (Hamlet 5, Nam Phuc Commune) was very upset. The reason was that, at around 7:00 p.m. on January 18, 2016, Mr. Luong Huu Tinh (38 years old, Mr. Thuc's son) was riding his motorbike out of the gate when he fell. At that moment, a truck drove up and hit Mr. Tinh, breaking his pelvis. When Mr. Thuc's family discovered the incident, the truck had already fled. Mr. Tinh was taken to the emergency room and is currently bedridden. After receiving the news, the Nam Phuc Commune People's Committee instructed Mr. Thuc's family to file a complaint with the Nam Dan District Police. "My son fell because of the potholes on the road. I filed a complaint with the district police, but so far they have informed me that the investigation is still underway, so there are no results yet. I request the police to clarify the matter soon and provide appropriate compensation for my son," Mr. Thuc requested.

Currently, in Nam Phuc commune, there are 2 projects being implemented. They are the Yen Xuan road bridge construction project and the flood-prone road restoration project in the 5th region of Nam Dan district. To serve the 2 projects, material trucks of contractors: Traffic Construction Corporation 4, Tan Hung, Tan Nam, Trung Duc companies carry soil and rocks through 3 communes of Nam Kim, Nam Phuc and Nam Cuong.

Discussing this issue, Mr. Phan Van Khanh - Chairman of Nam Phuc Commune People's Committee said that most of the vehicles running on the road through the commune are to serve the province's flood road restoration project, a few are for the Yen Xuan road bridge construction project. Due to the large number of vehicles, combined with the road being built for a long time, the road section running through hamlets 5, 6, 7 and 8 of Nam Phuc commune is severely damaged, affecting the travel and daily life of the people. Faced with the above situation, the Commune People's Committee has made a proposal to Nam Dan District People's Committee to consult with contractors to resolve the above situation, ensuring safe travel for people.

During Tet holidays, people travel basically conveniently.

After receiving the petition from Nam Phuc commune, the District People's Committee had a meeting with contractors and communes related to the project. After the meeting, the District People's Committee announced the conclusion, requesting contractors to closely coordinate with communes to ensure safety in construction material management and construction. At the same time, contractors are required to transport construction materials to the correct load and ensure environmental hygiene, and must have tarpaulins when transporting materials, and speed in residential areas must ensure traffic safety. Any vehicle that violates the regulations will be fined according to regulations.

The representative of the Department of Industry and Trade of Nam Dan district said that after receiving instructions from the district leaders, the department has increased inspections and coordinated with contractors to inspect severely damaged road sections and repair them to ensure smooth traffic. At the same time, the contractors committed to repairing and rebuilding damaged road sections after the project is completed to ensure infrastructure and safe travel for people.

Immediately after receiving the request from the People's Committee of Nam Dan district, the contractors surveyed the damaged road sections and then transported dirt and rocks to level and repair them. During the Tet holiday, people were able to travel conveniently, without the buffalo and chicken potholes like before. In order to create a high consensus among the people - those who benefit from the project, Nam Dan district directed the communes to guide the hamlets to organize meetings to analyze for the people to clearly see the benefits from the projects and share for the common benefit. Mr. Tran Khac Trinh in hamlet 5, Nam Phuc commune said: After the hamlet organized a meeting and analyzed the benefits that the project brought, the people agreed and responded. I only hope that when transporting materials, the contractors must cover the tarpaulins to avoid dropping dirt and rocks on the road, limiting dust from flying into people's houses.

However, some households have not yet reached a high consensus, so they still leave rocks on the roadside, posing a very high risk of accidents.

Thus, the reflections of the people of Nam Phuc commune are there but not complete. Through this incident, the People's Committee of Nam Phuc commune needs to continue to strengthen propaganda so that people can fully grasp the information to create high consensus. For contractors, in the process of transporting construction materials, it is necessary to strictly comply with traffic safety regulations, especially need to have full tarpaulins, regularly check and repair severely damaged road sections to ensure travel activities for the people of Nam Phuc commune in particular and neighboring communes in general. Nam Dan district police need to quickly clarify the accident of Mr. Luong Huu Thuc to ensure the rights of the family.

For the people need to be aware, the implementation of the project will inevitably be affected by dust and traffic will be more difficult than usual. However, this is a project that when completed will bring great benefits to the people in socio-economic development, especially during the rainy season. Therefore, it is necessary to share with the contractors so that the project can be completed soon and achieve high efficiency.
