According to the research and practical survey program in Nghe An by the Central Theoretical Council to develop a consulting report "Some theoretical and practical issues on building a team of cadres, especially a team of strategic-level cadres with sufficient capacity, qualities and prestige, equal to the task" to present to the Politburo and the Central Secretariat, the Central Theoretical Council had a scientific discussion with the Nghe An Provincial Party Committee on cadre work and building a team of cadres to serve the 7th Central Conference (term XII).

Participating in the discussion, delegates all affirmed that building a team of cadres, regardless of the period or stage of the revolution, has an extremely important role and significance. Many opinions also raised many proposals and made sincere and responsible suggestions to the Central Committee on all stages of cadre work from planning, training, recruitment, promotion, appointment, rotation, and evaluation of cadres.

Major General Nguyen Phong Phu - Former Chairman of the Provincial Veterans Association proposed: Party building and cadre building require synchronous solutions, including drastic implementation of Resolution 4 of the Central Committee (term XI), Resolution 4 of the Central Committee (term XII), Directive 05 of the Politburo, the project to streamline the payroll, and reform the appropriate salary regime.

In reality, although the Central Government has a monitoring mechanism of the Vietnam Fatherland Front and mass organizations, the role of people participating in personnel work has not been well implemented, the Chairman of the Provincial Veterans Association proposed that in the coming time, the Central Government should pay more attention to implementing this issue better.

Comrade Tran Van Nghi - Former Chairman of the Provincial People's Council, Head of the Provincial Party Committee's Organization Committee, proposed that the Central Committee should pay attention to two issues in building a team of cadres: one is building a general cadre team, meeting both immediate and long-term requirements; two is building a strategic cadre team - a team of leaders, heads at all levels, a team of "flag-bearers" with an aggressive mindset, action, and daring to take responsibility.

Many opinions participating in the discussion also mentioned the need to take care of improving the quality and ethics of the staff; the evaluation of staff needs to be more substantial and accurate, from promoting the critical and self-critical nature of the leader to set an example for his subordinates.

Regarding the promotion and appointment of cadres, some opinions suggest that it is necessary to conduct public examinations and that when appointed, cadres must develop their own action programs and submit them to the Party Committee. If during the time of undertaking the assigned tasks, they do not carry out the action program well, they must be exempted - considering dismissal as a normal practice in cadre work when they are not competent enough to carry out the assigned tasks; at the same time, the Central Committee needs to stipulate the time of undertaking the promoted and appointed work, avoiding the situation of appointing a new position within a short time and then appointing another higher position.

Some opinions also suggest that the innovation of personnel work needs to be synchronous and unified in the political system, in enterprises, in the scientific and technical team...

Speaking at the seminar, Prof. Dr. Phung Huu Phu - Permanent Vice Chairman of the Central Theoretical Council affirmed: Nghe An Party Committee is a large Party Committee with a long and proud tradition; the staff is loyal, brave, and especially has sharp thinking.

Comrade Phung Huu Phu also highly appreciated the contributions, proposals and suggestions of the delegates, which are both practical and scientific; at the same time, he said that the working delegation should absorb them so that in the process of building a consulting report to submit to the Politburo and the Central Secretariat, they can put forward truly correct policies and decisions on personnel work in the coming time, meeting the requirements of developing and protecting the Fatherland in the new situation.
