Workers need to know: Procedures to receive housing support money

(Baonghean.vn) - Accordingly, the two groups that will receive support are employees working in enterprises and employees returning to the labor market.

Deputy Prime Minister Le Minh Khai has just signed Decision No. 08/2022/QD-TTg regulating the implementation of the policy of housing rental support for workers. Accordingly, the two subjects that will receive support are workers working in enterprises and workers returning to the labor market.

The Decision stipulates that employees working in enterprises in industrial parks, export processing zones or key economic zones are supported when they meet the following conditions:

Renting or staying in a rented house from February 1, 2022 to June 30, 2022; having an indefinite-term labor contract or a labor contract with a term of 1 month or more signed and started before April 1, 2022; participating in compulsory social insurance (named in the list of compulsory social insurance participants of the social insurance agency) in the month immediately preceding the time the enterprise prepares the list of employees requesting rent support.

In case the employee is not subject to compulsory social insurance as prescribed in Clause 4, Article 2 of Decree No. 115/2015/ND-CP of the Government detailing a number of articles of the Law on Social Insurance on compulsory social insurance, his/her name must be on the payroll of the enterprise for the month immediately preceding the time the enterprise prepares the list of employees requesting support for housing rent.

Employees working in enterprises that meet the above conditions will receive State support of 500,000 VND/person/month. Maximum support period is 3 months. Payment method is monthly.

The Decision stipulates that employees working in enterprises, cooperatives, and business households registered to do business in industrial parks, export processing zones, or key economic zones are supported when they meet the following conditions:

Renting or staying in a rented house during the period from April 1, 2022 to June 30, 2022; having an indefinite-term labor contract or a labor contract with a term of 1 month or more signed and performed during the period from April 1, 2022 to June 30, 2022, except for labor contracts signed in continuation of previously signed and performed labor contracts; participating in compulsory social insurance (named in the list of compulsory social insurance participants of the social insurance agency) in the month immediately preceding the time the employer prepares the list of employees requesting housing rental support.

The support level applicable to this subject is 1,000,000 VND/person/month. Maximum support period is 3 months. Payment method is monthly.

The decision clearly states that the application for support includes:

List of employees requesting housing support with confirmation from the Social Insurance agency. In case the list includes employees who are not subject to compulsory social insurance or newly recruited employees, a copy of the salary list of the month immediately preceding the request must be added.

Regarding procedures and implementation time, mainly at enterprises, cooperatives, and business households, the time from when the district People's Committee receives the application until the provincial People's Committee issues a decision to support and pay the employee is 4 days.

The specific order and procedures are as follows:

The employer compiles a list of employees requesting support based on the employee's application and posts it publicly at the workplace for at least 3 working days. The employer is responsible for the accuracy and truthfulness of the employee's information.

The employer then sends the application to the Social Insurance Agency to confirm that the employee is participating in Social Insurance (the processing time of the Social Insurance Agency is 2 days). The employer submits the application for support to the District People's Committee for appraisal and submits it to the Provincial People's Committee to issue a decision approving the list, support funds and directing the implementation of support payments (the processing time of the District People's Committee is 2 days, the Provincial People's Committee is 2 days). The employer pays the employee within 2 working days from the date of receiving the support funds.
