Ban Ve Hydropower Plant increased discharge flow and lowered the lake water level to increase flood prevention capacity for downstream areas from 3:00 p.m. on October 4.

Following the order of the Nghe An Province Civil Defense Command, starting from 3:00 p.m. on October 4, Ban Ve Hydropower Plant gradually increased the discharge flow through the project to lower the lake water level to increase flood prevention capacity for downstream areas.

Accordingly, on October 4, 2025, the People's Committee of Nghe An province issued a document ordering Ban Ve Hydropower Company to operate to reduce floods downstream.

Before the forecast of storm Matmo, at the request of the Head of the Irrigation Sub-Department, Member of the Civil Defense Command of Nghe An province, Head of the Civil Defense Command of Nghe An province ordered: The Director of Ban Ve Hydropower Company operates the Ban Ve Hydropower Reservoir to discharge water downstream with a flow rate greater than the flood flow to the reservoir to gradually lower the reservoir water level, but not lower than the value specified in Table 2 (according to the provisions of Point a, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

Order execution start time:15:00, day 4/10/2025.

Discharge flow through the project: From 1,000 m3/s to less than 1,200 m3/s.

During operation, if the water level at Con Cuong Hydrological Station exceeds alarm level I but is still below alarm level II or the flow to the lake is from 1,000 m3/s to 1,200 m3/s, then discharge water through the project with a flow rate equal to the flow to the lake to maintain the lake water level.

During operation, if a flood occurs causing the flow to the reservoir to increase to over 1,200 m3/s or the water level at Con Cuong Hydrological Station or Cho Trang exceeds alarm level II, the Director of Ban Ve Hydropower Company shall carry out flood reduction operations for the downstream (according to the provisions of Point c, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

During the operation of cutting and reducing floods for downstream, if the reservoir water level is likely to reach 200m, the Director of Ban Ve Hydropower Company will gradually adjust the discharge flow through the project so that when the reservoir water level reaches 200m, the discharge flow through the project will equal the flood flow to the reservoir and switch to the mode to ensure project safety.

After performing flood reduction and reduction operations for downstream areas, if the reservoir water level is higher than the value in Table 1 of the Inter-reservoir Process on the Ca River Basin, then perform operations to gradually lower the reservoir water level to the highest pre-flood level specified in Table 1 if the following situations occur: The water level at Con Cuong Hydrological Station has dropped below alert level I; The water level at Con Cuong Hydrological Station is still above alert level I but below alert level II and it is forecasted that a new rainstorm may occur.

When the flow to the lake gradually decreases to below 1,000 m3/s and the Department of Hydrometeorology forecasts that in the next 10 days, there will be no weather conditions that can cause heavy rain and floods in the basin in localities on the Ca River basin, the Director of Ban Ve Hydropower Company will operate under normal conditions.

The Provincial People's Committee also requested the Department of Agriculture and Environment, Industry and Trade, and the Standing Office of the Provincial Civil Defense Command, according to their assigned functions and tasks, to inspect and supervise the implementation of operating orders in accordance with regulations, minimizing damage to downstream areas.
