Enhancing the value of the "Effective Mass Mobilization" movement in Nghe An.
Implementing the "Effective Mass Mobilization" movement, all levels and sectors in Nghe An province are focusing on innovating methods and approaches to leadership and management, contributing to promoting community participation and solidarity for common development goals.
The effectiveness of "Skilled mass mobilization"
Hamlet 9, Nghi Phu commune (Vinh city) has 315 households with nearly 900 inhabitants, of which almost half are Catholic. The hamlet's population structure is diverse, including current and retired officials, people working in commerce and services, self-employed individuals, and farmers... therefore, mobilizing people to participate in community movements presents many difficulties.
Based on this experience, the Party Committee of Hamlet 9 conducted research and presented the findings to the Party Branch, the Executive Committee, and the Hamlet Front Committee for discussion and agreement, leading to a unified approach to organizing and implementing the "Skilled Mass Mobilization" model. This includes being "skillful" in disseminating information and mobilizing support for policies and guidelines; and "skillful" in encouraging residents to implement the criteria for advanced new rural development...
Comrade Bui Trong Tue, Secretary of the Party Branch of Hamlet 9, said: "Our approach is to carefully review the economic circumstances of each household; organize meetings with organizations, associations, and residential groups to unify the fundraising methods, avoiding a uniform contribution level. We leverage the pioneering role of the hamlet's leaders and respected individuals to disseminate information and mobilize support. Contributions and expenditures from the funds raised by the people are carried out according to the principles of openness, transparency, clarity of funds, projects, tasks, and the rights of the people to receive benefits. Once trust is built, all work in the hamlet receives high consensus from the people, and many projects and tasks contributing to the development of advanced new rural areas can be implemented."
In 2023 alone, Hamlet 9 mobilized over 1 billion VND from its residents to invest in building the grounds, planting trees, and furnishing the interior of the hamlet's cultural center; constructing a playground, recreational area, volleyball court, and badminton court on nearly 700 square meters of vacant land.2Six roads in the residential area were paved with concrete; sidewalks on Ho Tong Thoc street were also laid… Previously, some households did not pay for waste collection and treatment, but now 100% of households pay. Residents also actively participate in "Green Sunday" and are responsible for monitoring each other in maintaining general cleanliness.
In implementing the "Effective Mass Mobilization" movement, many agencies, units, and organizations have used the example of "matching words with actions" by cadres and Party members, especially leaders, to stimulate and spread participation and action from the community in order to create value and common development.
In Xuan Hoa commune (Nam Dan district), the commune's women's association officials and branch associations have set an example by actively participating in the movement, creating a change in awareness and promoting action among officials and women members in implementing the "5 No's, 3 Cleanliness" campaign (no poverty; no violations of the law and social evils; no domestic violence; no having a third child or more; no malnourished or school-dropping children; clean house; clean kitchen; clean alley).
Many models and movements organized by the commune's women's association have achieved significant results. In 2023 alone, the association's "Collecting scrap materials to raise funds for poor members" model mobilized over 13 million VND to support poor members in developing their economy; and implemented two projects: the "Transforming scrap materials into flower-lined roads" model at Hong Son and Dong Phong branches; and the "Transforming scrap materials into civilized trash cans" model at six branches.
The Women's Association of Xuan Hoa commune mobilized officials, members, and the people to contribute to upgrading and expanding several volleyball courts to serve the physical and sports activities of the people; built 2 km of covered drainage ditches to ensure environmental hygiene; encouraged households to renovate their houses and gardens to meet the criteria of 3 clean: clean house, clean kitchen, clean alley... They also mobilized assistance for 6 families with particularly difficult circumstances with a total of over 300 million VND; and connected with and sponsored one orphaned child for 5 years...
In Dien Lam commune (Dien Chau district), after the hamlet merger, Hamlet 1 received support from the commune to build a new cultural center with a capacity of 240 seats. However, the interior, facilities, grounds, embankments, trees, and other auxiliary structures of the cultural center had to be funded through community contributions. Through exemplary contributions, exceeding the average, and by directly engaging with more affluent households and individuals to encourage support, including those working away from home, the hamlet successfully completed the investment in facilities, a public address system, flagpole, and grounds for the cultural center, along with the construction of a mini football field and four volleyball courts… with a total cost of nearly 650 million VND. This approach has spread to 8 out of 11 hamlets, meeting the community needs of residents in these areas.
Diverse models of "speaking to the people"
In Nghe An, the "Effective Mass Mobilization" emulation movement has been implemented systematically, creating a widespread impact throughout the political system at all levels with many good and practical models and approaches in various fields; making positive contributions to the successful implementation of socio-economic development tasks, sustainable poverty reduction, new rural construction; ensuring national defense and security, and building strong Party and government at all levels.
In Vinh City, the "Effective Mass Mobilization" movement focuses on mobilizing the unity and strength of the people to invest in the construction of technical infrastructure, linking it with the implementation of criteria for wards achieving the standard of civilized urban areas and communes achieving the standard of advanced new rural areas; building "Effective Mass Mobilization" models in land clearance; clean agricultural economic models with high economic value; building streets with controlled food safety and hygiene; installing security cameras and fire extinguishers in homes, etc. In the first five months of 2024 alone, the city built nearly 700 "Effective Mass Mobilization" models in four areas: economy; culture and society; security and defense; and building the political system.
In Nam Dan district, the "Effective Mass Mobilization" movement, in addition to focusing on promoting the implementation of model new rural areas and civilized urban areas, also focused on implementing "Effective Mass Mobilization" in 2024 in the reorganization of administrative units in four communes: Xuan Lam, Hong Long, Nam Thai, and Nam Nghia. As a result, it has generated public interest and consensus on the commune merger plan, as evidenced by the results of the voter consultation on the merger plan in the four communes, with 100% participation and 98.86% agreement.
Comrade Nguyen Manh Khoi – Deputy Head of the Standing Committee of the Provincial Party Committee's Mass Mobilization Department – stated that: In implementing the "Skilled Mass Mobilization" movement, all levels, sectors, and localities in the province have developed plans, registered, and evaluated and recognized "Skilled Mass Mobilization" models in an increasingly systematic and orderly manner. Many units and localities have chosen to build "Skilled Mass Mobilization" models focusing on difficult and new tasks, addressing both fundamental and pressing issues of the locality.
At the same time, the development of the "Effective Mass Mobilization" model should be linked to widespread emulation movements related to mobilizing people's strength to build new rural areas and civilized urban areas; transforming crop structures associated with promoting the application of science and technology, improving the efficiency of farming and livestock breeding; poverty reduction; and building houses for people with housing difficulties…

The Deputy Head of the Standing Committee of the Provincial Party Committee's Mass Mobilization Department also affirmed: Through maintaining effective "skillful mass mobilization" models, and simultaneously building and recognizing thousands of new models annually, the province has contributed to promoting socio-economic development, Party building, and the construction of the political system, creating a positive development direction in each agency, unit, locality, and the entire province. However, the development and replication of large-scale, impactful "skillful mass mobilization" models are still limited and lack breakthroughs. The development of "skillful mass mobilization" models in difficult and unique areas, and in addressing some pressing social issues related to social vices and traffic safety, has not been effective. These are issues that all levels, sectors, and the entire political system are grappling with in order to find solutions to create more positive changes in the future.
