Personnel planning for the 13th tenure is one of the important contents discussed at the 9th meeting of the 12th Central Committee scheduled to open on December 25.
Nguyen Thanh Binh, Deputy Head of the Central Organizing Committee, affirmed: "The introduction of personnel for the 13th term has so far basically met the requirements, initially contributing to overcoming the phenomenon of running for planning or lobbying, asking for recommendation votes through acquaintances."

How is the personnel planning for the 13th term being prepared, sir?
Since the beginning of the 12th Congress term, the Central Organizing Committee has advised the Central Executive Committee, the Politburo, and the Secretariat to focus on leading the development, revision, supplementation, and promulgation of many policies, resolutions, regulations, and rules related to personnel work and staff management such as Central Resolutions 4, 6, and 7 of the 12th tenure.
Or such as the Politburo's regulations on decentralization of cadre management and appointment, introduction of candidates; regulations on title standards, criteria for evaluating cadres; on internal political protection, rotation of cadres; on the responsibility of setting an example for party members, especially senior leaders and many other instructions and regulations.
The issued resolutions, regulations and rules have contributed to strong, synchronous, comprehensive and interconnected innovation in personnel work.
Specifically, ensuring the direct and comprehensive leadership of the Central Executive Committee, the Politburo, and the Secretariat on the basis of fully promoting the authority and responsibility of Party committees, Party organizations, and leaders at all levels in personnel work and personnel planning.
Step by step standardize standards, criteria, personnel processes and methods in a strict, democratic, transparent, fair, impartial and objective manner.
At the same time, promote decentralization to the grassroots, create an environmental mechanism to promote and encourage innovation and creativity, protect cadres who dare to think, dare to do, make breakthroughs, and take responsibility for the common good.
Compared to previous courses, what is different about the planning and preparation of personnel for the next course?
The Politburo issued Plan No. 11, which includes a number of fundamental innovations.
First of all, the development of the Central Party's strategic planning must be closely linked to the situation, political tasks and personnel work requirements of each term of the Party's national congress.
In particular, the Politburo determined that it is necessary to focus on leading the development of strategic planning for the 2021-2026 term according to the motto "doing step by step, doing it firmly" with a specific roadmap: Planning the Central Executive Committee to be submitted to the 9th Central Conference, then planning the Politburo and Secretariat according to plan.
Second is to innovate according to the process and methods on the basis of continuing to expand democracy, clearly defining the authority and direct responsibility of Party committees, Party organizations and leaders at all levels in reviewing, discovering and introducing personnel of their localities, agencies and units into strategic planning.

Third, specify the standards and conditions for the planning positions according to Regulation 90 of the 12th Politburo. At the same time, supplement regulations on structure, quantity, subjects, processes, and methods in a unified, synchronous, comprehensive, and interconnected manner.
The process of discovering and introducing planning personnel at the local level, agencies and units is carried out in 4 steps. The process of reviewing, examining and approving planning at the central level is carried out in 5 steps.
Fourth, it is necessary to attach importance to the standards of political qualities, moral qualities, lifestyle, sense of organization and discipline, exemplary behavior of oneself and family, working capacity associated with work results, specific products in the assigned fields and areas, having ambitions and aspirations for innovation, for the development of the country, for the happiness of the people.
Enhance the responsibility of Party committees, Party organizations and advisory agencies in coordination to improve the quality of personnel planning review. Uphold principles and promote democracy in reviewing and deciding on personnel planning, not lowering standards for the sake of quantity.
Do not let political opportunists and flatterers into the Central Committee.
General Secretary and President Nguyen Phu Trong once noted: "Absolutely do not include in the planning those who show signs of political degradation, disunity, internal turmoil, negative corruption, political opportunism like "eels and loach". According to you, what solutions are needed to choose the right people, to prevent unworthy people from entering the Central Committee?
We must strengthen the work of guidance, inspection, standardization, and tightening Party discipline and order to overcome loopholes, limitations, weaknesses, and shortcomings in personnel work and personnel planning, and gradually push back the situation of "buying positions, buying power, buying rotation, appointment, and planning cadres".
Any mistakes or problems must be corrected promptly. Party organizations and Party committees must conduct regular inspections so that violations can be promptly handled, creating trust and prestige. At the same time, there must be a mechanism for superiors to listen to subordinates, in order to build a team of prestige, equal to the task.
Along with that, there must be a mechanism to inspect and control, not allowing into the Central Committee those who have degraded in political ideology, morality, lifestyle, self-evolution, self-transformation; political opportunism, flattery, seeking positions, seeking power, personal ambition, not pure; themselves and their families are not exemplary in implementing the Party's guidelines and policies, the State's laws...
The titles, standards, and criteria for cadres have been stipulated by the Politburo and must be strictly implemented. Any place that is dishonest or incorrect must be considered and handled.
Up to now, basically, Party committees, Party organizations, and collective leadership of agencies and units have strictly implemented Plan 11 of the Politburo. In general, the results of personnel introduction basically meet the requirements, initially contributing to overcoming the phenomenon of running for planning or mobilizing and asking for recommendation votes through acquaintances.
