At one call, everyone responds.

(Baonghean) - For a long time, there has been a phrase frequently mentioned in important speeches or in the mass media - that is, building a "constructive government, an active government, a service-oriented government, and an honest government".

That is both our guiding principle and our ultimate goal. And the final goal is to better serve the country and the people.

It must be said that this is a new and good motto, with very noble intentions. It has instilled trust and high expectations in the people. However, there are still doubts in public opinion about whether it can actually deliver on its promises. Because, as someone has summarized, the longest road in our country is from words to deeds. But those doubts are gradually dissipating as a series of decisions and measures have been introduced by the new government.

A prime example is the decision to halt the Ninh Thuan nuclear power plant project, which has been widely praised as courageous and demonstrating a strong sense of responsibility towards the people and the country. This decision also concretized the principle of not sacrificing the environment for economic development, a principle repeatedly emphasized by the head of government. Similarly, immediately after the plant began operation, the government established a task force led by the Prime Minister.

Over the past period, the Task Force has been very active, initially raising awareness among ministries and agencies. A concrete result is that after working with the Task Force, the Minister of Industry and Trade committed to restructuring the apparatus towards a more streamlined and efficient model, reducing the number of departments from 35 to 28.

Most recently, at the regular November meeting, the head of government instructed the Ministry of Interior to urgently conduct inspections of public service, preventing the situation where there are more leaders than employees. At the same time, the Ministry of Interior was instructed to work immediately with the Central Organization Committee to review regulations on personnel appointments to identify areas for improvement and avoid repeatable situations like those that occurred recently, such as exceeding the prescribed number of positions, appointing relatives, etc., while still adhering to proper procedures. In particular, the Ministry of Interior must immediately research and propose a mechanism for resignation. This aims to create a legal basis for future appointments where officials who do not meet job requirements must leave their positions to make way for more capable individuals. Thus, the government has taken action to realize its words and commitments.

Another viewpoint has emerged: While the government is determined to act, if ministries, departments, and localities don't keep pace, it will be difficult to achieve positive results. This concern is entirely justified, as the Prime Minister stated at the recent session: A lack of strict discipline and order is an alarming phenomenon. "It is still quite common for orders from above to be ignored or disregarded below; violations of administrative discipline, public service, and the law occur in many places, causing public resentment."

And the truth is, while the Government has taken decisive actions to fulfill its commitments, apart from the Ministry of Industry and Trade, no other ministry, sector, or locality has yet made commitments or taken actions in response to the Government's efforts to build their own organizational structure according to the criteria of "innovation, action, service, and integrity".

In its simplest sense, construction means building and creating. To build and create something new, positive, and progressive, those above and below must act in unison. One side, one pole, cannot create anything. For success, one word or action must be followed by hundreds or thousands of others. Otherwise, it is very difficult. As our ancestors said: "One call must be followed by many for it to be truly effective."
