One call, hundreds respond

(Baonghean) - For a long time, there has been a proposition often mentioned in important speeches or in the mass media - that is to build a "constructive government, an action government, a serving government, an honest government".

That is both a motto and a goal. And the ultimate goal is to serve the country and the people better.

It must be said that this is a new and good motto, with a very good purpose. It makes people believe and have high expectations. However, there are still doubts in public opinion about whether it can be done as said. Because as someone has tentatively summarized, the longest path in our country is from words to actions. But those doubts are gradually disappearing when a series of decisions and measures are made by the new Government.

Typically, the decision to stop the implementation of the nuclear power plant project in Ninh Thuan has been evaluated by society as courageous and full of responsibility towards the people and the country. At the same time, that decision has concretized the viewpoint of not trading the living environment for economic development, which has been repeatedly mentioned by the head of the Government. Or, immediately after it came into operation, the Government established a working group of the Prime Minister.

In the past time, the Working Group has been very active, initially raising awareness for ministries and branches. And the specific result is that after working with the Working Group, the Minister of Industry and Trade committed to restructuring the apparatus towards streamlining and efficiency. Reducing from 35 focal points to 28 focal points.

Most recently, at the regular meeting in November, the head of the Government directed the Ministry of Home Affairs to urgently conduct an inspection of public service, to prevent the situation of having more leaders than employees. At the same time, the Ministry of Home Affairs immediately worked with the Central Organizing Committee to review the regulations on appointing officials to see if there were any points that needed to be overcome to avoid the situation that happened recently, exceeding the number, family members... while still following the process. In particular, the Ministry of Home Affairs must immediately conduct research and propose institutions on resignation. In order to create a basis and legal basis so that in the coming time, any officials who do not meet the requirements of the job must leave their positions to be assigned to people with better abilities. So the Government has taken action to realize its words and commitments.

Another opinion expressed: If the Government acts resolutely and the ministries, branches and localities do not keep up with it, it will be difficult to create anything. That concern is completely justified, because as the Prime Minister commented at the recent meeting: Lack of strict discipline is an alarming phenomenon. "It is still quite common for superiors to give orders but subordinates do not listen or listen and then leave it there; violations of administrative discipline, public service and law occur in many places, causing public outrage."

And the truth is, while the Government has taken drastic actions to fulfill its commitments, apart from the Ministry of Industry and Trade, no other ministries, branches or localities have made commitments and responded with actions following the Government to build their own apparatus according to the criteria of "creating, acting, serving, and integrity".

To construct, in its simplest sense, is to build and create. To construct and create new, positive, progressive things, the upper and lower levels must work together and act with one mind. It is impossible to construct with just one side or one pole of action. To be successful, one word or one action must be followed by hundreds or thousands of words or actions. Otherwise, it is very difficult. As our ancestors said: One call must have a thousand responses to achieve success.
