According to the indictment, from 2018 to April 2023, Luu Tan Tai (38 years old, residing in Long Binh Dien commune, Cho Gao district, Tien Giang province) worked as a car registration support service for individuals who wanted to buy and sell cars.

During the process of vehicle registration in Tien Giang province, Tai and his accomplices colluded with officers and police officers of the People's Committees of communes in Tien Giang and Kien Giang provinces to issue 9,280 fake documents such as vehicle purchase, sale, and donation papers; sales contracts and decisions to request motorcycle appraisal.

After being granted these fake documents, Tai and other subjects used and sold the documents to many other people; directly used them to carry out procedures to register motorbikes without legal documents at the commune-level police unit and were granted "Certificates of registration of motorbikes and motorbikes".

Afterwards, Tai and other defendants resold the illegal vehicles to others, illegally profiting a large sum of money.

The indictment alleges that during the process of registering motorbikes, Tai colluded and repeatedly gave money to Nguyen Van Cuoc and Nguyen Minh Quan (former commune police officers in Tien Giang) to ignore errors in the registration documents and correct data in the vehicle registration system according to the "motorbike and motorbike registration certificate".

Defendant Vu Manh Thuong (39 years old, residing in Tien Giang) hired Khuc Ngoc Danh (34 years old, residing in Ho Chi Minh City) to repair the vehicle without documents to match the information that Tai and his accomplices actually registered at the commune-level police station.

The indictment stated that Luu Tan Tai gave bribes of over 287 million VND, including giving Cuoc over 236 million VND and giving Quan over 51 million VND.

According to the indictment, this is a case with accomplices, in which Tai played the main role in committing the crime in Tien Giang province.

Tai colluded with other subjects to buy vehicles of unknown origin and with illegal documents to register, issue vehicle registration certificates, and then resell them to others for illegal profits of more than 1 billion VND.

At the same time, Tai colluded with many officials of the People's Committee and commune-level police to issue fake authentication documents, give bribes to correct data, and ignore errors in vehicle registration records.

To date, the police have seized 32 motorbikes of illegal origin in the case. The police determined that Tai used 148 fake documents to register motorbikes of unknown origin, illegally profiting over 1 billion VND, and Binh illegally profited over 900 million VND.
