Many localities exploit land funds well.
(Baonghean) - In order to increase resources to carry out tasks that must be performed in the area, especially infrastructure investment in key projects, the exploitation of land use rights auctions is of interest to localities.
As of early October 2015, many localities have exploited large amounts of money such as Vinh City reaching more than 200 billion VND, Do Luong reaching 149.2 billion VND, Cua Lo reaching 34.7 billion VND... contributing to increasing the province's budget revenue.

Mr. Dang Van Ly in Block 10, Do Luong Town participated in the land auction in the Garden Planning Area (KQH) of Block 9 of the town, and as a result, he won a 150m2 plot of land, with the auction price of 1,157,700,000 VND. Ms. Nguyen Thi Nga, in Hamlet 3, Thanh Dong Commune (Thanh Chuong) also participated in the land auction in Do Luong, Garden Planning Area No. 9 and won a 150m2 plot of land, with the same price.
Mr. Vo Van Thang in Block 9, Do Luong Town also said that the land lot he won in the auction with an area of 177m2 had a winning bid price of 1,368,000,000 VND. For Do Luong Town, the above area and the amount of more than 1 billion VND/lot of land is quite a high price in the current frozen real estate market, but it can be seen that Do Luong has effectively exploited and auctioned land lots in planning areas.
The synthesis of Do Luong District People's Committee shows that: In 2015, Do Luong successfully auctioned 459 land lots with an area of 91,941m2, the total amount collected was 149,224,500,500 VND, reaching 229% of the yearly plan.

In Vinh City, in the first 9 months of 2015, the Land Fund Development Center successfully auctioned 234 land lots in 21 planning areas in the city, with the total amount of land use rights auctioned to the State budget being 200.8 billion VND. According to the report, 9/25 wards and communes have completed the land fund exploitation target.
With the permission of the Provincial People's Committee to auction planning areas to create counterpart funds for the Vinh Urban Development Sub-project, the city has organized land auctions, carried out simultaneously with the infrastructure construction process for the following 7 planning areas: Residential land planning area in hamlet 18A, Nghi Lien commune, Residential land planning area in hamlet 18A, Nghi Lien phase 2; Planning area in hamlet 11, Nghi Kim commune; residential area block 9, Quan Bau; Planning area for dividing residential land lots in block 15, Trung Do ward; Planning area for dividing residential land lots and public works on both sides of the 24m planning road (phase 1), a total of 809 lots.
The city has directed the Land Fund Development Center to speed up progress, focus on investment and land exploitation in key projects with high profitability.
Currently, many wards and communes have been focusing on land exploitation in the last 6 months of 2015. Some planning projects in wards and communes have high profit potential such as: mixed planning project in Hung Loc commune; land division project in block 15, Trung Do ward; land division project in hamlet 2, hamlet 3, Hung Chinh commune; mixed planning project in Nghi Lien commune.
In Cua Lo Town, the recent land auction was also positive. In the first 9 months of 2015, 85 land lots in wards were successfully auctioned, collecting 34.7 billion VND in the budget; an increase of 200% compared to the same period in 2014 and nearly 3 times the total revenue in 2013. Mr. Nguyen Thanh Tung, Director of Cua Lo Land Fund Development Center, said: The above results are due to the town People's Committee knowing how to exploit land funds in areas interspersed in residential areas in accordance with the actual needs of the people; Cua Lo tourism has developed, attracting a large number of people from outside the locality to Cua Lo.
In fact, land exploitation work could be better for some localities if difficulties and obstacles were soon resolved and propaganda work was better carried out.
As in Vinh City, specific land prices in some planning areas are not yet available and views on procedures are still different in departments, branches and sectors, leading to slow progress in land auctions while there is not much time left in the year. For example: On August 7, 2015, Vinh City People's Committee issued Official Letter No. 3701/UBND-TNMT on requesting starting prices before auctioning planning areas block 9, Quan Bau (9 ha); On August 13, 2015, the City People's Committee issued Official Letter No. 3782/UBND-TNMT on requesting starting prices before auctioning 5 planning areas used to match the WB. Initially, the Center and the Project Management Board directly led the Department of Natural Resources and Environment and the Price Department, and the leaders of the Department and the Price Department also basically agreed on the principle that they would submit for price approval when there was no decision on land recovery and no decision on approving the compensation plan. However, on September 9, 2015, the Department of Natural Resources and Environment issued Document No. 4373/STN&MT-KHTCGC and on September 15, 2015, the Department of Natural Resources and Environment continued to issue Document No. 4539/STNMT-KHTCGC requesting the completion of the dossiers of the zones, specifically the land recovery decision and the decision to approve the compensation plan. On the other hand, after having the starting price, it must be made public for 1 month according to the provisions of Article 28, Decree No. 17/2010/ND-CP dated March 4, 2010 of the Government regulating the auction of assets...
According to Mr. Nguyen Tat Son, Director of the City's Land Fund Exploitation Center, the center is currently hoping that all levels will soon approve specific prices for auctioning land use rights in 6 planning areas that the province has set up an auction mechanism for.
In some other localities, land exploitation has not been effective, procedures have not been accelerated and the potential of idle money and people's needs have not been exploited well. It is known that in some localities, grasping the need to buy land of those who have returned from working abroad, this source of remittances has been effectively exploited.
