Overview of Muong Quang commune

Muong Quang commune was established under Resolution No. 1678/NQ-UBTVQH15 of the National Assembly Standing Committee, on the basis of arranging the entire natural area and population size of three communes: Chau Thon, Cam Muon and Quang Phong, belonging to the old Que Phong district. After the arrangement, the commune has a total natural area of ​​342.95 km², a population of 17,917 people with 3,370 households. There are currently three ethnic groups living in the area: Thai, Kinh and Kho Mu, of which the Thai ethnic group is the majority, playing a central role in the cultural and social life of the community.

With a long-standing cultural tradition, Muong Quang stands out for its unique cultural values ​​of the Thai ethnic group such as Lam Vong dance, Xang Khan festival, Can wine dance, gong art, and carving... These traditional beauties not only contribute to enriching the spiritual life of the people but are also an important factor for developing cultural tourism in the future.

Nature has endowed Muong Quang with many fascinating landscapes that still retain their rare pristine beauty: Tham Me Mon cave (Chieng Huong village), Tham Binh and Tham Ban caves (Cam village), Tham Bo stream - where the unique water flow is "warm in winter, cool in summer"; or Tham Me Sua cave (Na Ty village)... These are valuable potentials for developing eco-tourism associated with preserving identity and effectively exploiting local advantages.

However, with the characteristics of a mountainous commune with complex terrain, the local transport infrastructure is still limited, causing many difficulties for the life, activities and economic development of the people. However, with the strong leadership of the Party Committee, the government and the spirit of solidarity and efforts of the entire people, Muong Quang commune has achieved many important achievements in the past term.

Nmany outstanding results in socio-economic development

In the 2020-2025 period, Muong Quang commune has achieved many positive and comprehensive results in all fields, creating clear changes in socio-economic life, maintaining national defense and security and improving the quality of people's lives.

The average economic growth rate of the whole commune reached 6.91%/year, the average income per capita increased from 13.05 million VND (in 2020) to 18.49 million VND (in 2025). The economic structure shifted in the right direction: gradually reducing the proportion of agriculture - forestry - fishery, increasing the proportion of industry - construction and services. Total social investment capital reached more than 312 billion VND; budget revenue in 5 years reached 2,077 billion VND, budget expenditure 221,396 billion VND, ensuring publicity, efficiency and savings.

Along with promoting local advantages, many economic models have brought high efficiency, many targets of the Congress Resolution have been achieved and exceeded the plan. Of which, Quang Phong commune completed 18/20 targets, Cam Muon 26/34 targets, Chau Thon achieved 31/36 targets.

The agriculture, forestry and fishery sector has made significant progress. The value of agricultural production increased by an average of 6.46% per year. Rice productivity reached 53.48 quintals/ha/crop (exceeding 102% of the target). Livestock farming developed in the direction of farms, growing by 4.5% per year. Forest planting and protection were effectively implemented, proactively preventing and fighting fires, rationally exploiting planted forests and developing medicinal plants under the forest canopy. Aquaculture was maintained stably with an area of ​​69 hectares, average output of 138 tons/year.

The small-scale industry and construction sector has developed steadily, maintaining traditional occupations such as brocade weaving, civil carpentry, etc., creating jobs for the people. Trade and service activities meet the needs of the people, the whole commune has 180 establishments, with an estimated revenue of 2,448 million VND/year.

Science, technology and digital transformation have seen remarkable changes. The government has effectively used software to manage documents, digital signatures, and online public services at levels 3 and 4. Farmers have initially applied technology to clean, organic agricultural production and biosafety livestock farming, contributing to increased productivity and product quality.

The new rural construction program has achieved positive results, the rural appearance has changed significantly. The electricity - road - school - station system has been invested, houses have been solidified, and people's lives have improved. By 2025, Quang Phong and Cam Muon communes each achieved 13/19 criteria, Chau Thon commune achieved 16/19 criteria. The poverty rate is 34.08%, near-poor households 33.77%.

There have been many changes in culture and society. 6/11 schools have met national standards; over 95% of classrooms have been solidified. People's health care has been given attention, 100% of the population has health insurance, the quality of medical examination and treatment has been improved, and major epidemics have not occurred. Social security has been ensured, 715 workers have gone abroad, and more than 2,300 workers have received vocational training or job counseling.

National defense and security are maintained, political security and social order and safety are stable. The model of “drug-free society” and movements to protect national security are effectively implemented.

Continuing the outstanding achievements in the period of 2020-2025, entering the new term of 2025-2030, the Party Committee and people of Muong Quang commune clearly defined the vision and orientation for comprehensive development with high political determination and strong aspirations to rise. On the basis of an increasingly consolidated political system, promoted internal solidarity, unity and consensus of the people, Muong Quang commune set a general goal in the coming term: to build a strong political system; promote the strength of great solidarity among ethnic groups; effectively exploit the potential and advantages of the locality; develop rapidly and sustainably in all fields, contributing to improving the material and spiritual life of the people.

With the consistent motto: "Solidarity - Democracy - Discipline - Innovation - Development", Muong Quang commune determined the key task of the term is to continue to improve the leadership capacity and fighting strength of the Party organization; improve the effectiveness and efficiency of management and administration of the government; strengthen the exemplary role and responsibility of cadres and Party members; strongly promote the great national unity bloc; maintain political security, social order and safety; effectively exploit the potential of land, forests, resources, cultural identity and people to promote rapid and sustainable socio-economic development associated with environmental protection and sustainable poverty reduction.

To realize the above goals, Muong Quang commune has set out 27 key targets in the fields of economy, culture - society, environment, national defense - security and political system building. Along with that are 5 key task groups, 3 strategic breakthroughs and 4 main solution groups to mobilize maximum resources and promote the combined strength of the whole commune.

Three strategic breakthroughs are identified as key to creating clear and sustainable changes. Firstly, continue to promote administrative reform associated with comprehensive digital transformation, extensive application of science - technology and innovation; gradually build a digital government that is friendly, close to the people, and serves effectively, with a team of cadres with capacity, qualities, professional style, and dedication to the people. Secondly, focus on investing in building synchronous infrastructure, especially transport infrastructure, irrigation, electricity, information - communication and cultural - social institutions; create favorable conditions for developing production and business, improving people's lives, promoting socio-economic development associated with ensuring national defense and security. Thirdly, build people in Muong Quang commune to develop comprehensively, with love for the homeland, a spirit of solidarity, the will to rise up and a desire to contribute; Focus on preserving and promoting good traditional cultural values, gradually forming a new, civilized cultural lifestyle in the community.
