Traffic accidents decreased
From August 1, 2016, Decree 46/ND-CP on administrative sanctions for violations in the field of road and railway traffic took effect, replacing Decree No. 171/2013/ND-CP and Decree No. 107/2014/ND-CP. After nearly 2 months of implementation, traffic safety in the city has had many positive changes.
Observing at intersections and crossroads on many routes of Vinh City, people and vehicles move quite orderly and orderly. During rush hour, at important traffic checkpoints, areas near schools, the density of people and vehicles participating in traffic is high, the image of police officers in blue shirts and traffic police standing to direct and guide traffic has become familiar.
Over the past two months, the Traffic Police have actively participated in traffic guidance, increased patrols and controls, detected and strictly handled violations, especially violations that are direct causes of traffic accidents, along with heavy penalties under Decree 46/ND-CP. In addition, the dissemination of the provisions of Decree 46/ND-CP has had a positive impact on people's awareness and consciousness.
Mr. Hoang Van Hieu, resident of Cua Nam ward (Vinh city) said: Before Decree 46, many people still deliberately ran yellow lights, leading to many collisions, making people, especially those who take their children to school like me, very worried. But now the situation has decreased significantly, many people when seeing red and yellow lights have voluntarily stopped.

The awareness of traffic law compliance among local people has also been raised. In Quynh Luu district, after implementing Decree 46, the number of traffic safety violations has been basically controlled and reduced. People have raised their awareness and compliance when participating in traffic.
Mr. Nguyen Van Tuan, residing in Cau Giat town (Quynh Luu district) said: Increasing the fines for some traffic violations is extremely necessary, helping to deter people from obeying traffic laws. Previously, because the fines for traffic violations were still light, they were not enough to deter people. We fully support this policy.
In Nghi Loc district, the local traffic police force has organized to disseminate and implement new points in the decree, presenting complicated situations for officers and soldiers to study and implement.
From December 16, 2015 to August 15, 2016, in Nghe An province, there were 163 traffic accidents, killing 117 people and injuring 116 people. Compared to the same period in 2015, there were 13 fewer accidents (7.4%), 10 fewer deaths (7.9%), and 13 fewer injuries (10.08%). In August alone, there were 18 traffic accidents in the province, killing 13 people and injuring 12 people. Compared to the same period, there were 3 fewer accidents and 1 fewer injuries. |
Continue to propagate and raise people's awareness
The leader of the Traffic Police Department said that through inspection and punishment work, it was found that some behaviors such as exceeding alcohol concentration, overloading, speeding, and not obeying traffic light signals still account for a high percentage.
There are some cases where people have opposing attitudes and behaviors, and do not cooperate with the traffic police when they are tested for alcohol concentration or when their vehicles are inspected. Due to the high fines, the traffic police always face opposition from the people when imposing fines, especially when dealing with overloaded vehicles.
In addition, the number of students using electric bicycles and electric motorbikes in violation of traffic safety regulations is increasing while their vehicle control skills are limited, leading to a high potential risk of traffic accidents.
Although Decree 46 was issued and widely propagated on mass media, many people, especially those who directly control vehicles, only have general information or have not yet thoroughly understood it. Captain Nguyen Thanh Binh - Head of the Traffic Police Team of Nghi Loc District Police said that after the summer vacation, many students did not understand the new regulations in the decree, so at the beginning of the new school year, there were many violations by students, causing difficulties for the police force when handling.

According to many people, some contents in Decree 46 are still general and not specific. For example, the act of not using or not using enough lighting from 7 p.m. the previous day to 5 a.m. the next day, when fog or bad weather limits visibility; using high beams when avoiding oncoming vehicles, etc. will be fined from 600,000 VND to 800,000 VND.
But if it was only 5pm and the car driver did not turn on the headlights, leading to an accident, would he be fined? Besides, many people think that the penalty for swerving, weaving, using the feet to control a motorbike... belongs to the group of illegal racing offenses that can bring very serious consequences to society, but the penalty is too light.
In addition, as many people think, the penalty for helmet violations should be increased to increase deterrence; there must be more severe penalties for repeat offenders.
In August alone, the Provincial Traffic Police Department organized 2,392 patrols and inspections. Thereby, it recorded 9,174 violations, temporarily detained 167 cars; 2,016 motorbikes, and 100 electric bicycles. At the same time, it decided to punish 8,996 cases, and transferred a fine of more than 7.3 billion VND. Some behaviors with high penalties include alcohol concentration (846 cases); speeding (584 cases); not obeying traffic lights (433 cases); avoiding overtaking, driving in the wrong lane or on the road (433 cases). |
