Looking back at 3 days of National Assembly questioning: Democracy, openness and quality
Innovations in questioning methods and content at the 6th session of the 14th National Assembly were highly appreciated by voters.
The National Assembly has concluded 3 days of questioning at the 6th session with many positive echoes. Openness, democracy, and quality are the common feelings of delegates as well as voters nationwide.
The questioning session was assessed as open, democratic and of high quality. |
135 National Assembly delegates raised questions, 19 Ministers, 2 Deputy Prime Ministers, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General directly answered the questions. Meanwhile, in the most recent session last June (the 5th session), only 4 Ministers were assigned to answer questions and some Government members clarified the issues raised by delegates.
Saving time asking and answering, voters get a lot of information, can monitor the progress of resolving outstanding issues, and can observe the mettle of industry leaders.
The new feature of this question-and-answer session is the heated, even fierce debate between delegates and delegates. They have the right to express their opinions, to debate to the end to clarify an issue, but they absolutely must maintain the culture of the Parliament, must put the interests of the nation above all else, not just for the honor of their own sector. That is what voters expect.
The success of the question-and-answer session at the 6th session could not have been achieved without the dynamic, creative, intelligent, and scientific leadership of National Assembly Chairwoman Nguyen Thi Kim Ngan. Delegates and voters highly appreciated the serious, flexible, and adaptable attitude of the head of the National Assembly, as shown by the votes of confidence she received at this session.
Another noteworthy point in the three-day question-and-answer session was the interaction between what happened inside and outside the Dien Hong Hall. After each question-and-answer session, voters called the delegates to report their concerns, and the delegates conveyed their concerns and frustrations. Thus, many issues were resolved right at the National Assembly forum.
More than 20 members of the Government answered questions, which may not have satisfied all delegates and voters, but the attitude of openness and willingness to take responsibility is what is important. Through the vote of confidence as well as through the question and answer session at this session, Prime Minister Nguyen Xuan Phuc also hopes to receive sympathy from the National Assembly and voters for the members of the Government because, as he said: "Our country has a large population, governance has many risks and complications, while many members of the Government are taking on tasks in their first term."
After 3 days of questioning, there were still silences and sadness when delegates reflected on the decline of social ethics, the economy is going up but ethics are going down. That decline is not far away, right at the National Assembly forum when delegates mentioned group interests in personnel work, fraud in insurance policies, policies for people with meritorious services, profiteering when falsifying medical records, trading in fake fertilizers... In the end, because the word money is emphasized, the law and ethics are disregarded. Therefore, the Minister of Culture, Sports and Tourism is also right when he said that his industry alone cannot solve this problem.
Closing the question and answer session, closing the heated debates, voters saw the efforts and responsibilities of the Government and ministries, and the responsibilities of the delegates in their supervisory role. Voters expect that promises will be realized, outstanding issues will be thoroughly resolved, and unreasonable mechanisms and policies must be amended immediately "for the benefit of the people" as National Assembly Chairwoman Nguyen Thi Kim Ngan said./.
