Group of foreigners 'exporting' drugs from Vietnam to the Philippines to appear in court
Ho Chi Minh City People's Court is handling a case of illegally transporting hundreds of kilograms of synthetic drugs through the export of goods from Vietnam to the Philippines.
In this case, 5 defendants are about to appear in court for the crime of “Illegal transportation of drugs”, including: Huang Zai Wen (also known as A Hoang), Wu He Shan (A Ngo, both Chinese); Ly A Vu, Thao A Do and Thao No Phao (all Mong ethnic people, from the same hometown in Dien Bien province).
This group of foreign criminals set up a business to export goods. During the process of packing the goods for export, they mixed hundreds of kilograms of synthetic drugs into the Philippines.

The Ministry of Public Security has prosecuted 10 suspects in this transnational crime ring, but five of them are on the run. The police have issued a wanted notice.
According to the indictment of the Ho Chi Minh City People's Procuracy, at 1:25 p.m. on March 20, 2019, the Drug Crime Investigation Police Department of the Ministry of Public Security coordinated with many units to perform tasks in Binh Tan District, Ho Chi Minh City. At this time, the Working Group discovered Thao No Phao driving a pickup truck into Binh Hung Hoa B Ward (Binh Tan District). Here, Phao met and handed over the vehicle to Huang Zai Wen (staying at a nearby hotel).
The task force was lying in wait to inspect and discovered 12 sacks of snake carcasses hidden in the back of the pickup truck; inside were 300 rectangular packages wrapped in white nylon. According to the conclusion of the forensic examination, it was synthetic drugs weighing nearly 300 kg.
At the investigation agency, Phao confessed that Ly A Vu and Thao A Do participated in transporting the above goods. The two accomplices were waiting for Phao at another location.
These drugs were transported from Laos through the Bo Y border gate (Kon Tum), gathered at warehouses there and then transported to Ho Chi Minh City. When the subjects delivered the drugs, they were caught red-handed by the ambush force.
Expanding the investigation, the police identified a group of Chinese criminals who came to Ho Chi Minh City to establish a company with the function of exporting goods to the Philippines. The subjects hid drugs in containers of tea and plastic beads, and hired a service company in Vietnam to carry out customs procedures to export the above items to the Philippines.
The Mong people were hired by them to receive goods from Laos and transport them to Vietnam through illegal routes. Then they transported the drugs to a gathering point to transport them to the South. In Ho Chi Minh City, Huang Zai Wen and his accomplices rented a warehouse to store goods and to store and package drugs.
The Vietnamese Ministry of Public Security informed the Philippine law enforcement agency, helping the Philippine authorities successfully seize 276 kg of crystal meth on March 23, 2019. The drugs were packaged in small bags resembling tea bags and were also packed in 12 large bags.
Two subjects Huang Zai Wen and Wu He Shan were prosecuted by the Ho Chi Minh City People’s Procuracy for “illegally transporting drugs” with a total weight of nearly 575 kg of synthetic drugs. Three Mong subjects were criminally responsible for nearly 300 kg of synthetic drugs.
The case was initiated by the Ministry of Public Security's investigation agency on March 26, 2019 to investigate the act of illegally transporting drugs.
